According to the resolution of the President of the Republic of Uzbekistan of February 14, 2022 No. PP-128 "About further increase in expense efficiency of the Government budget of the Republic of Uzbekistan and enhancement of activities of bodies of the state financial control" PRIKAZYVAYU:

1. Approve Regulations on procedure for selection of the commercial organizations involved in carrying out control measurement on the construction objects worth up to 10 billion sum performed at the expense of means of budgets of the budget system, and determination and payment of cost of their services according to appendix.

2. This order is approved with the Comissioner for the President of the Republic of Uzbekistan on protection of the rights and legitimate interests of subjects of entrepreneurship, the Ministry of Construction and Housing and Communal Services and Chamber of Commerce and Industry of the Republic of Uzbekistan.

3. This order becomes effective after three months from the date of its official publication.

Regulations on procedure for selection of the commercial organizations involved in carrying out control measurement on the construction objects worth up to 10 billion sum performed at the expense of means of budgets of the budget system, and determination and payment of cost of their services

This Provision determines procedure for selection of the commercial organizations involved in carrying out control measurement on the construction objects worth up to 10 billion sum (further - construction objects worth up to 10 billion sum) performed at the expense of means of budgets of the budget system of the Republic of Uzbekistan (further - budgets of the budget system), and determinations and payments of cost of their services.

Chapter 1. General provisions

1. In this Provision the following basic concepts are used:

the organization customer - the legal entity to who the task on the organization of works on designing, construction, reconstruction, capital repairs and equipment on construction objects worth up to 10 billion sum is assigned;

control measurement - the process which is carried out for the purpose of scoping of actually performed works on construction objects worth up to 10 billion sum after commissioning of the facility and/or completion of installation and construction works;

the commercial organizations involved in carrying out control measurement - the legal entities, commercial banks and other authorized bodies which attracted to carrying out control measurement of the certified specialists in the sphere of town planning, having the license for development of architectural and town-planning documentation and accredited for conducting examination of construction projects, having experience at least three years in the sphere of town planning;

the announcement - information on the forthcoming public procurements with indication of method of implementation, requirements and conditions of public procurements, terms and procedure for submission of offers placed by the state customer in electronic system of public procurements through special information portal.

2. Selection of the commercial organizations involved in carrying out control measurement on construction objects worth up to 10 billion sum, determination and payment of cost of their services are performed by Inspection of the state financial control under the Ministry of Economics and finance of the Republic of Uzbekistan (further - Inspection).

3. The controlling and law enforcement agencies can address to Inspectorate for carrying out control measurement on construction objects worth up to 10 billion sum.

Chapter 2. Planning of the expenses connected with carrying out control measurement

4. The expenses connected with carrying out control measurement on construction objects worth up to 10 billion sum are provided in expense budget of Inspection the next year based on reasonable calculations of the Ministry of Economics and finance of the Republic of Uzbekistan.

5. In case of creation of expense budget the next year Inspection till May 1 of the current financial year represents to the Ministry of Economics and finance of the Republic of Uzbekistan the corresponding calculations for the expenses connected with carrying out control measurement.

6. The expenses for the next year connected with carrying out control measurement are determined proceeding from amount of the established means in the amount of, not exceeding percent 0,3 from the total cost of construction objects worth up to 10 billion sum (limit of the centralized capital investments) provided in annually approved Development program of social and production infrastructure of the Republic of Uzbekistan.

7. The expenses connected with carrying out control measurement on construction objects worth up to 10 billion sum are planned in one line through the corresponding expenditure item of economic classification of budgets expenses of the budget system of Inspection from the Government budget of the Republic of Uzbekistan by quarters and months of year.

8. The expenses connected with carrying out control measurement on construction objects worth up to 10 billion sum are reflected in the separate treasurer personal account opened by the Ministry of Economics and finance of the Republic of Uzbekistan for Inspection.

9. In case of modification of the Development program of social and production infrastructure of the Republic of Uzbekistan of expense budget changes in limits of the means planned for carrying out control measurement on construction objects worth up to 10 billion sum in the current financial year are made.

10. The budgetary funds which are not used following the results of financial year return to the republican budget of the Republic of Uzbekistan.

Chapter 3. Selection of the commercial organizations involved in carrying out control measurement, determination and payment of cost of their services

11. The organization customer monthly no later than the tenth following month under report represents to territorial administrations of Inspection the list of construction objects in which control measurement after commissioning of the object and/or completion of installation and construction works is carried out.
