According to the resolution of the President of the Republic of Uzbekistan of October 26, 2022 No. PP-411 "About additional measures for providing the population with high-quality medicines and products of medical appointment" PRIKAZYVAYU:

1. Approve Regulations on procedure for permission in some cases of use of the medicines and products of medical appointment provided by patients in medical institution according to appendix.

2. This order becomes effective from the date of its official publication.

Regulations on procedure for permission in some cases uses of the medicines and products of medical appointment provided by patients in medical institution

This Provision determines procedure for permission in some cases of use of the medicines and products of medical appointment provided by patients in medical institution.

Chapter 1. General provisions

1. This Provision according to the resolution of the President of the Republic of Uzbekistan of July 28, 2021 No. PP-5199 "About measures for further enhancement of system of rendering specialized medical care in health sector" is applied to use in some cases of medicines and the products of medical appointment provided by patients in the public stationary medical institutions of republican level (further - medical institution) transferred to system of financing by means of the State fund of medical insurance.

2. In this Provision the following basic concepts are used:

separate cases - provision by the patients who addressed to medical institution for treatment, medicines and the products of medical appointment accepted by the patient to present day according to the written recipe of the doctor for treatment of the main, accompanying chronic diseases, and also diseases constituting danger to people around;

the accompanying chronic diseases and diseases constituting danger to people around - tuberculosis, tumoral diseases, diseases, sexually transmitted, acquired immunodeficiency syndrome, leprosy, mental diseases, cardiovascular diseases, endocrine and narcological diseases.

3. Providing with medicines and products of medical appointment of patients in medical institution is performed on free basis within the guaranteed packet of medical services and medicines at the expense of means which allocation is provided on expense budget, in other cases - is performed on paid basis at the prices credited in hospital.

At the same time patients in case of the appeal to medical institution for treatment can provide the medicines and products of medical appointment accepted by the patient to present day according to the written recipe of the doctor (further - medicines and products of medical appointment) for treatment of their main, accompanying chronic diseases, and also diseases constituting danger to people around.

Chapter 2. Permission to use of the medicines provided by patients and products of medical appointment, their storage and application

4. In case of permission to use of the medicines and products of medical appointment provided by patients in medical institution, the attending physician checks:

specifying of these medicines and products of medical appointment in the written recipe issued by the doctor;

the expiration date specified on packaging of medicines and products of medical appointment, information compliance on primary and secondary package, integrity of appearance;

type and severity of disease in case of current status of the patient, course of disease, age, the patient's weight, and also data on contraindications, side effects and interaction with other medicines specified in the instruction for use of medicine.

If medicines and the products of medical appointment provided by patients in medical institution conform to the requirements provided by paragraphs the second - the fourth this Item, the attending physician consults with the narrow specialist of this medical institution and grants permission for use of these medicines and products of medical appointment.

5. If medicines and the products of medical appointment provided to patients do not conform to the requirements provided by paragraphs the second - the fourth item 4 of this provision, use of these medicines and products of medical appointment is not allowed.

6. Medicines and the products of medical appointment provided by patients and which are not requiring special storage conditions are stored in the room where the patient accommodates.

Medicines and the products of medical appointment requiring special storage conditions are stored in procedural office of medical institution (including in the refrigerator in this room).

7. The attending physician of medical institution daily fixes in the history of disease of the data on expenditure of the medicines and medical products provided by patients and bears responsibility for correctness of the entered data.

Chapter 3. The rights and obligations of staff of medical institution (the attending physician, the nurse of department) and patients in case of acceptance and use of medicines and products of medical appointment in medical institution

8. Rights of staff of medical institution (attending physician and nurse of department):

demand from patients to store medicines and products of medical appointment in procedural office of medical institution (including in the refrigerator in this room) if medicines and the products of medical appointment provided by patients in medical institution require special storage conditions;

not accept medicines and products of medical appointment in medical institution and not to resolve their use in case of provision by patients in medical institution of the medicines and products of medical appointment which are not specified in the recipe of the doctor.

9. Obligations of staff of medical institution (attending physician and nurse of department):

store medicines and products of medical appointment in procedural office of medical institution (including in the refrigerator in this room) if medicines and the products of medical appointment provided to patients require special storage conditions;

provide control of that medicines and the products of medical appointment provided to patients did not mix up with medicines and products of medical appointment of medical institution, and also with the medicines and products of medical appointment provided by other patients.
