According to article 53-1 of the Law of Ukraine "About prevention of corruption", Item 2 of the Section II "Final and transitional provisions" of the Law of Ukraine of June 01, 2021 "About introduction of amendments to the Law of Ukraine "About prevention of corruption" concerning streamlining of single questions of protection of exposers" and in connection with the beginning of work of the Single portal of messages of exposers I ORDER to No. 1502-IX:

1. The Section V of the Provision on implementation of mechanisms of encouragement of exposers and forming of culture of messages on the possible facts of the corruption or connected with corruption offenses, other violations of the law of Ukraine "About prevention of corruption" in Bureau of economic safety of Ukraine, the Bureau of economic safety of Ukraine approved by the order of July 05, 2022 134, registered in the Ministry of Justice of Ukraine on August 11, 2022 at No. 911/38247, to exclude No.

2. Make changes to the Procedure for the organization of work with messages on the possible facts of the corruption or connected with corruption offenses, other violations of the law of Ukraine "About prevention of corruption" of July 05, 2022 No. 134, registered in the Ministry of Justice of Ukraine on August 11, 2022 at No. 911/38247, having been reworded as follows it which is applied Bureau of economic safety of Ukraine, the Bureau of economic safety of Ukraine approved by the order.

3. To submit to the sector of prevention and identification of corruption this order on state registration to the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

Procedure for the organization of work with messages on the possible facts of the corruption or connected with corruption offenses, other violations of the law of Ukraine "About prevention of corruption" in Bureau of economic safety of Ukraine

I. General provisions

1. This Procedure determines internal procedures and mechanisms of acceptance, consideration, check and proper response in BEB, territorial administrations of BEB to the message on the possible facts of the corruption or connected with corruption offenses performed by the unmasker, other violations of the law of Ukraine "About prevention of corruption" (further - the message).

2. In this Procedure terms are used in the following value:

the unmasker worker of BEB who with belief that information is reliable, reported about the possible facts of the corruption or connected with corruption offenses, other violations of the law of Ukraine "About prevention of corruption" (further - the Law) which were made by other worker of BEB, and also any physical person reporting about possible violation which was made by the worker of BEB if such information became known to it in connection with its professional, economic, public, scientific activity connected with cooperation with BEB or participation of such physical person in stipulated by the legislation procedures which are obligatory to start service or labor activity in BEB;

preliminary consideration of the message procedure of verification of the actual data confirming possible making of the corruption or connected with corruption offense, other violations of the law stated in the message, including anonymous which is carried out by authorized division (authorized person) according to the procedure and the terms established by the Law;

service of clerical work - structural division (official) of BEB or territorial administration of BEB, responsible for record keeping;

authorized division (authorized person) - authorized division (authorized person) concerning prevention and identification of corruption of central office and territorial administrations of BEB.

Other terms in this procedure are used in the value given in the Law and the Procedure for maintaining the Single portal of messages of exposers, approved by the order of the National agency concerning prevention of corruption of January 03, 2023 No. 1/23, registered in the Ministry of Justice of Ukraine on January 05, 2023 at No. 22/39078.

II. Acceptance of messages

1. acceptance of messages in BEB is performed by external and internal channels (to special phone line and/or through the Single portal of messages of exposers or in a different way according to the paragraph to the twenty second part one of article 1 of the Law).

2. The documents which arrived in service of clerical work and in which in case of preliminary study message signs, including messages without authorship specifying are revealed (further - the anonymous message) if information provided in it contains the actual data specifying possible making of the corruption or connected with corruption offense which can be checked according to the law, are immediately transferred to authorized division (authorized person).

3. Envelopes (packagings) arriving in service of clerical work with the marks "notification of the exposer" or "notification on violation of the head" are transferred without registration (unsolved, without acquaintance with their content) to authorized division (authorized person).

4. The messages which arrived on external channels to special phone line and/or in service of clerical work, employees of authorized division bring (authorized person) who are the authorized users of the Single portal of messages of exposers in the Single portal of messages of exposers according to item 4 of the Section IV of the Procedure for maintaining the Single portal of messages of exposers approved by the order of the National agency concerning prevention of corruption of January 03, 2023 No. 1/23, registered in the Ministry of Justice of Ukraine on January 05, 2023 for No. 22/39078, no later than the next working day behind day of their receipt.

III. Consideration and verification of messages

1. Employees of authorized division (authorized person) perform preliminary consideration of the notification according to article 53-2 of the Law taking into account this Procedure.
