1. Approve the enclosed Rules of use in the territory of the Russian Federation of geoinformation technologies, geographic information systems and geoinformation means when implementing geodetic and cartographic activities, including creation, search, collection, storage, processing, provision, use and distribution of spatial data, including with telecommunication use, foreign states, the international organizations, and also being under their control by the organizations, foreign legal entities, foreign citizens, stateless persons, the citizens of the Russian Federation having nationality of other state, their affiliates.

2. This resolution becomes effective since September 1, 2024 and is effective till September 1, 2030.

1. These rules establish procedure for use in the territory of the Russian Federation of geoinformation technologies, geographic information systems and geoinformation means when implementing geodetic and cartographic activities, including creation, search, collection, storage, processing, provision, use and distribution of spatial data, including with telecommunication use (further - geodetic and cartographic activities), foreign states, the international organizations, and also being under their control by the organizations, foreign legal entities, foreign citizens, stateless persons, the citizens of the Russian Federation having nationality of other state, their affiliates.

Creation, search, collection, storage, processing, provision, use and distribution of spatial data the foreign states, the international organizations and also which are under their control by the organizations, foreign legal entities, foreign citizens, stateless persons, the citizens of the Russian Federation having nationality of other state, their affiliates are performed according to the requirements established by the Federal Law "About Geodesy, Cartography and Spatial Data and on Modification of Separate Legal Acts of the Russian Federation" taking into account the features established by these rules.

Foreign states, the international organizations, and also the organizations which are under their control, the foreign legal entities, foreign citizens, stateless persons, citizens of the Russian Federation having nationality of other state their affiliates no later than 15 calendar days about day of the beginning of use in the territory of the Russian Federation of geoinformation technologies, geographic information systems and geoinformation means when implementing geodetic and cartographic activities shall send to Federal Registration Service the notification on use in the territory of the Russian Federation of geoinformation technologies, geographic information systems and geoinformation means (further - the notification).

4. The notification goes one of the following methods:

a) on paper by means of the personal address or the mailing;

b) in electronic form (electronic image of the paper document) sent to the e-mail address or by means of the official site of Federal Registration Service on the Internet.

5. In case of the direction of the notification in the document form on paper by means of the personal address or the mailing or in electronic form (electronic image of the paper document) to the e-mail address or by means of the official site of Federal Registration Service on the Internet the specified document shall be signed by the directing his face and is assured him by seal (in the presence). Signing of the electronic document (electronic image of the paper document) is performed by one of the following types of signatures:

a) the strengthened qualified digital signature;

b) the strengthened unqualified digital signature which certificate of key of check is created and is used in the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation;

c) simple digital signature.

6. The notification shall contain:

a) the data on the organizations and faces planning implementation in the territory of the Russian Federation of geodetic and cartographic activities (allowing to identify unambiguously such persons);

b) the information about owners (owners) and other receivers of results of the planned geodetic and cartographic activities (allowing to identify unambiguously such persons);

c) data on the period of implementation of geodetic and cartographic activities;

7. Foreign states, the international organizations, and also the organizations which are under their control, the foreign legal entities, foreign citizens, stateless persons, citizens of the Russian Federation having nationality of other state their affiliates in case of change of the data specified in earlier directed notification no later than 5 working days from the date of change of such data shall send to Federal Registration Service the renewed notification according to items 4 and 5 these rules containing the data specified in Item 6 of these rules.
