2. Recognize invalid:

the order of the Ministry of Transport of the Russian Federation of July 17, 2012 No. 241 "About aeronautical and airport charges, rates for servicing of aircrafts at the airports and airspace of the Russian Federation" (registration No. 25099) is registered by the Ministry of Justice of the Russian Federation on August 3, 2012;

the order of the Ministry of Transport of the Russian Federation of July 22, 2013 No. 254 "About modification of appendices No. 1, 2 to the order of the Ministry of Transport of the Russian Federation of July 17, 2012 No. 241 "About aeronautical and airport charges, rates for servicing of aircrafts at the airports and airspace of the Russian Federation" (registration No. 30546) is registered by the Ministry of Justice of the Russian Federation on December 5, 2013;

the order of the Ministry of Transport of the Russian Federation of February 6, 2017 No. 34 "About modification of appendix No. 1 to the order of the Ministry of Transport of the Russian Federation of July 17, 2012 No. 241 "About aeronautical and airport charges, rates for servicing of aircrafts at the airports and airspace of the Russian Federation" (registration No. 45913) is registered by the Ministry of Justice of the Russian Federation on March 10, 2017.

I. General provisions

1. This Procedure is applied in case of establishment and collection of aeronautical and airport charges, rates for servicing of aircrafts at the airports (further - rates for land servicing) from the legal entities, individual entrepreneurs and physical persons which are carrying out commercial air transportations, aviation works, flights of aircraft of general purpose, the organizations of experimental and state aircraft <1> and also from the organizations of foreign states performing activities according to article 63 of the Air code of the Russian Federation with which the Russian Federation signs the international contracts providing regulations on collection of the same charges and rates which are established for Russian persons <2> (further - consumers).

2. According to this Procedure the following list of aeronautical, airport charges and rates for land servicing is established:

1) aeronautical charges:

collection for aeronautical servicing on routes of servicing of air traffic and routes of flight;

collection for aeronautical servicing around airfield;

2) airport charges:

collection for take-off / landing;

collection for ensuring transport safety;

collection for the parking;

collection for provision of air terminal (terminal);

3) rates for land servicing:

rate for servicing of passengers;

rate for load handling and mails;

rate for landing or disembarkation of passengers;

rate for landing or disembarkation of passengers with use of telescopic ladder;

rate for delivery of passengers;

rate for delivery, unloading and loading of onboard food on arrival and departure;

rate for unloading of onboard food on arrival;

rate for delivery and loading of onboard food on departure;

rate for special servicing of the decreasing passengers;

rate for special servicing arriving and transients;

rate for provision of working flight plan <3>;
