About National institute of strategic initiatives in case of the President of the Kyrgyz Republic

For the purpose of enhancement and increase in level of ensuring effective expert and analytical support of activities of the President of the Kyrgyz Republic and the Chairman of the Cabinet of Ministers of the Kyrgyz Republic - the Head of Administration of the President of the Kyrgyz Republic, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Reorganize National institute of strategic researches in case of the President of the Kyrgyz Republic and Institute of researches of economic policy of the Kyrgyz Republic by merge and to form on their base National institute of strategic initiatives in case of the President of the Kyrgyz Republic (further - National institute).

2. Approve:

1) the charter of National institute according to appendix 1;

Limiting 2) the number of staff of National institute according to appendix 2;

3) the minimum base rate in the amount of 7040 som which is the basis for calculation of official pay rates of the director, his deputies and the main personnel of National institute.

3. Establish allowance payment on improvement in case of exit in labor leave to the main personnel of National institute in the amount of two-month salary fund.

4. To the Cabinet of Ministers of the Kyrgyz Republic:

To approve 1):

- the transfer act of the reorganized legal entities;

- the frequency rate coefficients to official pay rates applied in case of determination of the sizes of official pay rates of the director, his deputies and the staff of National institute;

To provide 2) in accordance with the established procedure corresponding changes by preparation of the bill of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2024 and planning period of 2025-2026";

3) within three months to bring the decisions into accord with this Decree.

5. To national institute in accordance with the established procedure to carry out all necessary procedures for state registration (re-registration) in authorized state body in the sphere of registration of legal entities.

6. To Administration of the President of the Kyrgyz Republic in accordance with the established procedure to transfer to operational management to National institute the office building, at the address: city of Bishkek, Ulitsa Abdumomunova, 220.

7. To situational control center of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic to perform provision of data, except for the data having confidential nature on the written address of the director of National institute.

8. Recognize invalid:

- The presidential decree of the Kyrgyz Republic "About questions of National institute of strategic researches of the Kyrgyz Republic" of August 12, 2022 No. 282;

- the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of Institute of researches of economic policy of the Kyrgyz Republic" of December 24, 2021 No. 330;

- Item 341 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About recognition voided some decisions of the Government of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic" of December 13, 2023 No. 675.

9. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
