About approval of the instruction on bookmark, inspection and recovery of Items and signs of the state geodetic, leveling and gravimetric networks of the Republic of Kazakhstan

1. Approve the enclosed Instruction on bookmark, inspection and recovery of Items and signs of the state geodetic, leveling and gravimetric networks of the Republic of Kazakhstan.
2. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation:
1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Instruction on bookmark, inspection and recovery of Items and signs of the state geodetic, leveling and gravimetric networks of the Republic of Kazakhstan (further – the Instruction) is developed according to subitem 213-17) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501.
2. In the Instruction the following concepts are used:
1) geodetic Item – the engineering design fixing point of the land surface with certain coordinates and (or) heights, and (or) values of gravity;
2) geodetic network – set of geodetic Items which provision on the land surface is determined based on geodetic measurements in general for them to reference system of geodetic coordinates;
3) gravimetric network – set of geodetic Items with the known values of acceleration of gravity in general for them to gravimetric reference system;
4) scale – the line length relation on the map or the plan to its horizontal projection to areas;
5) the state geodetic network – the geodetic network used for the purpose of establishment and (or) distribution of the state coordinate reference system;
6) the state leveling network – the leveling network used for the purpose of establishment and (or) distribution of the state reference system of heights;
7) leveling network – set of geodetic Items which heights are determined in general for them to reference system of heights;
8) reconnaissance – the engineering procedure consisting in determination on the place of degree of readiness of object of geodetic or topographical works for carrying out these works;
9) outline – the drawing constituted by the contractor directly on object;
10) metadata – information describing sets of spatial data;
11) the state company – the subordinated organization of authorized body performing production of land and cartographical works according to the legislation on state-owned property.
3. In the Instruction single requirements to works on laying of the centers and reference points on Items of geodetic and leveling networks, to standard designs of the centers and reference points for various physiographic zones both on built up, and in the vacant territories are established.
4. Production and laying of the geodetic centers and reference points ensures safety and immovability of the fixed points in planned and high-rise provision.

7. Before laying of the centers and reference points in the field of permafrost (intermittent permafrost) it is necessary to make reconnaissance of places of laying of the centers and reference points regardless of class of works.
8. Laying of the centers and reference points is carried out by means of mechanical means. Laying of the centers and reference points with kotlovanny method is allowed.
On each pledged and surveyed geodetic Item constitute or specify the outline and the description constituted earlier. In settlements, photograph entirely the building and separately its part where there is center or reference point. 9. Upon termination of laying of the centers and reference points submit the following documents:
the explanatory note on the performed works;
the magazine of laying of century, fundamental reference points according to appendix 3 to this instruction in which specify reference point coordinates with accuracy of at least 1,0 of m;
card of construction, inspection, recovery of geodetic Item according to appendix 3 to this instruction;
card of laying of Items, triangulations, polygonometry, leveling. On card the outline can be replaced with the card of scale 1:25 000 more largely with drawing Items on it;
the list of the pledged centers, reference points and the scheme of their arrangement on the card of scale 1:100 000 for authorized body in the sphere of geodesy, cartography and spatial data;
acts of delivery of geodetic Items for observation of safety;
materials of geological inspection of places of laying of century and fundamental reference points, and also places of laying of other centers and reference points where such examinations were conducted. The scale of outline is chosen so that the next reference points specified in the description of geodetic Item were located on it. For areas with the adverse conditions influencing stability of the centers and reference points, depth of frost penetration is increased by 30 – 40 cm against actual.
11. The numerical values of depth of frost penetration and thawing given on the scheme belong to loamy soils with the humidity from 15 to 30% on condition of flat land relief which is at the heights up to 500 m, the natural snow and partially broken cespitose cover. Depth of frost penetration in soil in mountainous areas increases by 50 cm on each 1000 m of height in case of laying of the centers and reference points in these areas.
12. The area of seasonal frost penetration in soil is divided into two zones: southern – optimum for stability of the centers and reference points – and northern – less favorable because of considerable moistening of soil. The border between the southern and northern zones is allocated according to appendix 1 to this Instruction.
The area of permafrost includes two zones: southern and northern. The southern zone is adverse on merzlotny conditions; the northern zone is optimum for stability of the centers and reference points, it is characterized by depth of thawing of soil to 1,25 of m and the merging mnogoletnemerzly soil.
The scope of the centers and reference points intended for area of seasonal frost penetration in soil is limited from the North to the double fat line. The scope of the centers and reference points with the multidisk anchors pledged in the drilled or protayanny wells is limited from the South to the unary fat line.
13. In case of reconnaissance in the field of mnogoletnemerzly breeds use probes, drilling or shurfovaniye to determination of the maximum depth of thawing. Complete depth of thawing (N) is determined by formula

14. All centers and reference points are united in the following groups:
1) for area of seasonal frost penetration in soil:
anchor centers (types 3, 158, 160, 161, 162, 177, 180);
pile center (type 147);
the centers pledged by drilling or blockage (types 15, 175, 181, 183);
wall center (types 143, 144).
The centers pledged in the field of seasonal frost penetration in soil differ on depth of bookmark and the sizes of anchor. With depth of frost penetration in soil less than 200 cm the geodetic centers have two brands (type 3), with depth of frost penetration more than 200 cm – one brand (type 160);
2) for area of permafrost:
the centers pledged by drilling (types 150, 178);
the anchor centers pledged in ditch (types 165, 179);
3) for other zones:
the center for regions of mobile sands (type 15);
the centers for the boggy territories (type 188);
the centers for rocky soil (types 7, 8, 9, 99, 114, 164, 173, 174, 176).
