Article 1. The basic concepts used in this Federal Law

Purchase - form of organized acquisition by the state of agricultural products, raw materials and food at producers (suppliers) for the subsequent conversion or realization to the consumer (buyer) on mutually advantageous contractual conditions.

Delivery - form of organized contractual relations between producer (supplier) and the consumer (buyer) of agricultural products, ready for use, and food.

Article 2. Ensuring the state needs with agricultural products, raw materials and food

1. Purchase and delivery of agricultural products, raw materials and food for the state needs are performed for the purpose of:

satisfactions with agricultural products, raw materials and food of federal requirements and needs of subjects of the Russian Federation;

accomplishment of federal development programs of agro-industrial production, other economic and social programs directed to supply of the population with food;

ensuring agricultural export, raw materials and food;

forming of the state reserves of agricultural products, raw materials and food;

ensuring necessary level of food supply of forces of defense and state security.

2. Purchase and import (import) of those types of agricultural products, raw materials and food for the state needs, requirement for which is satisfied with producers of the Russian Federation, are not made at the expense of means of the federal budget and budgets of subjects of the Russian Federation.
