About approval of the Technique of forming (calculation) of indicators of administrative data of activities of commodity exchanges

1. Approve the enclosed Technique of forming (calculation) of indicators of administrative data of activities of commodity exchanges.
2. To provide to department of exchange control placement of this order on Internet resource of the Agency on protection and development of the competition of the Republic of Kazakhstan (further - the Agency), and also if necessary and other open sources of information.
3. To impose control of execution of this order on the supervising vice-chairman of the Agency.
4. This order becomes effective from the date of its signing.

1. This Technique of forming (calculation) of indicators of administrative data of activities of commodity exchanges (further - the Technique) is developed according to the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and determines procedure for forming (calculation) for indicators of administrative data of activities of commodity exchanges.
2. Objects of forming (calculation) are indicators of activities of commodity exchanges.
3. The technique covers indicators of activities of commodity exchanges:
1) total quantity of stock exchange transactions;
2) total quantity of stock exchange transactions by the goods included in the List of exchange goods approved by the order of the Minister of national economy of the Republic of Kazakhstan of February 26, 2015 No. 142 (it is registered in the Register of state registration of regulatory legal acts for No. 10587) (further - the List of exchange goods);
3) total quantity of stock exchange transactions in value term;
4) total quantity of the stock exchange transactions in value term which are carried out in the mode of double counter auction;
5) total quantity of the stock exchange transactions in value term which are carried out in the mode of standard auction;
6) total quantity of stock exchange transactions in value term by the goods included in the List of exchange goods;
7) total quantity of sellers on stock exchange transactions;
8) total quantity of buyers on stock exchange transactions.
4. The technique, belongs to the methodology of administrative data created according to the subitem 3) of article 4-3 of the Law of the Republic of Kazakhstan "About commodity exchanges".
5. Indicator of total quantity of stock exchange transactions:
Frequency and terms of forming of indicator: monthly, no later than the 15th following the accounting period.
The source of information of indicator of collection of administrative data is form, according to appendix to Rules of submission of the reports by commodity exchange to antimonopoly authority approved by the order of the Chairman of the Agency on protection and development of the competition of the Republic of Kazakhstan of March 31, 2021 No. 5 (further - Rules).
Description of method of forming (calculation) of indicator: the indicator of total quantity of stock exchange transactions reflects cumulative quantity of the stock exchange transactions which are carried out at all commodity exchanges of the Republic of Kazakhstan operating in the accounting period:
Total quantity of BS = number of BS Tb1 + number of BS Tb2 + number of BS Tb3 + number of BS of Tb 4,
where:
BS - stock exchange transaction;
TB - commodity exchange.
Unit of measure - absolute number.
Location of output information: the indicator is published monthly no later than the 15th following the accounting period on official the Internet - resource of the Agency on protection and development of the competition of the Republic of Kazakhstan (further - the Agency) by www.gov.kz in the Section "Industry Documents", "Analysis and Monitoring of Activities of Commodity Exchanges".
6. Indicator of total quantity of stock exchange transactions by the goods included in the List of exchange goods:
Frequency and terms of forming of indicator: monthly, no later than the 15th following the accounting period.
The source of information of indicator of collection of administrative data is form, according to appendix to Rules.
Description of method of forming (calculation) of indicator: the indicator of total quantity of stock exchange transactions by the goods included in the List of exchange goods reflects cumulative quantity of the stock exchange transactions in the Republic of Kazakhstan concluded at all commodity exchanges of the Republic of Kazakhstan operating in the accounting period on the specific goods included in the List of exchange goods:
Total quantity of BS H = quantity of BS H Tb1 + quantity of BS H Tb2 + quantity of BS H Tb3 + quantity of BS H of Tb 4,
where:
BS - stock exchange transaction;
X - type of the goods included in the List of exchange goods;
TB - commodity exchange.
Unit of measure - absolute number.
Location of output information: the indicator is published monthly no later than the 15th following the accounting period on official the Internet - resource of the www.gov.kz Agency in the Section "Industry Documents" "Analysis and monitoring of activities of commodity exchanges".
7. Indicator of total quantity of stock exchange transactions in value term:
Frequency and terms of forming: monthly, no later than the 15th following the accounting period.
