About approval of Aviation rules of the Republic of Uzbekistan "Regulation of on-duty time and time of rest of members of crews of air vehicles of civil aviation of the Republic of Uzbekistan (AP RUZ-94)"

For the purpose of enhancement of the regulatory legal acts regulating activities of civil aviation of the Republic of Uzbekistan taking into account the standard and recommendations of ICAO, I order:

1. Approve Aviation rules of the Republic of Uzbekistan "Regulation of on-duty time and time of rest of members of crews of air vehicles of civil aviation of the Republic of Uzbekistan (AP RUZ-94)" according to appendix.

2. This order becomes effective after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

Aviation rules of the Republic of Uzbekistan "Regulation of on-duty time and time of rest of members of crews of air vehicles of civil aviation of the Republic of Uzbekistan (AP RUZ-94)"

These rules according to Appendix No. 6 to the Convention on international civil aviation (Chicago, on December 7, 1944) and the Air code of the Republic of Uzbekistan determine procedure for regulation of on-duty time and time of rest of members of crews of air vehicles of civil aviation of the Republic of Uzbekistan.

I. General provisions

1. In these rules the following basic concepts are used:

the main crew - the structure of crew appointed for accomplishment of the flying mission without additional crew members, and also without the trained crew members if the flying mission provides airfield training or training flights;

the basic airport (base) - the airport of permanent place of employment of crew members;

basic time - time calculated for location of the basic airport or other airport when finding there of crew members 72 hours and more;

the increased structure of cabin crew - cabin crew with the increased number of members of crew for the purpose of rest provision to members of crew in flight for maintenance of their reliable working capacity on duty in above-standard flight;

rest time - continuous and certain period of time after the period of execution of service duties and/or to it during which crew members are exempted from execution of service duties;

watch time in reserve - time during which crew members are in permanent LOC ARM to accomplishment of the flying mission;

watch in reserve - watch of the crew member in dispensary, hotel, the room with special accessories, and also on permission of the operator in house conditions, for the purpose of permanent LOC ARM to accomplishment of the flying mission;

accounting of the summed-up on-duty time - accounting of the actual on-duty time of crew members by summing method for accounting period of time (24 hours, week, month);

the increased duration of airborne on-duty time - the increased duration of airborne on-duty time of members of not completely increased (strengthened) crew established by these rules during the continuous 24-hour period taking into account time of day and the number of planned landings;

above-standard flight - flight (or series of flights for run) with duration of airborne on-duty time of more normal duration;

work stoppage of the crew member in above-standard flight - period of time during which the crew member in above-standard flight is exempted from execution of job responsibilities for the purpose of short-term rest for maintenance of necessary level of psychophysiological functions and professional activity for the benefit of safety control of long flight and health maintenance;

the intermediate airport - the airport of the planned intermediate landing of AF in case of flight execution;

parking time in intermediate or terminal airport - time from switching off of engines after landing of the air vehicle (further - AF) until the beginning of start of engines on AF for continuation or accomplishment of other flight;

terminal airport - the airport of the end of flights;

airborne time - the part of airborne on-duty time of crew members calculated from the moment of the beginning of start of the AF engines before take-off until switching off of the AF last engine after landing;

regulation of airborne time for year - the restriction on the summed-up airborne time of crew members set by these rules for calendar year;

regulation of airborne time for month - the restriction on the summed-up airborne time of crew members set by these rules for calendar month;

the maximum duration of airborne on-duty time - the admissible duration of airborne on-duty time established by these rules for the maximum list of crew members for the continuous 24-hour period taking into account time of day and the number of planned landings;

the normal duration of airborne on-duty time - duration of airborne on-duty time established by these rules for the minimum structure of crew for the continuous 24-hour period taking into account time of day and the number of planned landings;

preflight action time - continuous interval of time from the moment of appearance of all crew members on departure prior to start of the AF engines before flight;

time of post-flight rest - continuous interval of time which is provided by the operator to crew members after completion of the flying mission for recovery of psychophysiological functions of organism, for the purpose of prevention of development of overfatigue and diseases, for the benefit of health protection and safety control in the subsequent flights;

time of post-flight work - continuous interval of time from the moment of switching off of the AF engines after flight before completion by crew members of post-flight procedures;

time of interflight rest - the continuous interval of time provided by the operator to crew members for rest in case of accomplishment of daily flights;

unplanned circumstances of flight - situation or circumstances, unforeseen flight plan, but influencing airborne on-duty time and time of rest of crew members in case of accomplishment of the flying mission;

the regulated break - break for rest of crew members in above-standard flights, and also between flights when carrying out special aerial works (further - SAR), for the purpose of maintenance of crew members;

the exhaustion - physiological condition of the lowered intellectual or physical working capacity as a result of sleeplessness or long wakefulness and/or physical activities which can worsen activity and capability of the crew member is safe to manage AF or to fulfill service duties;

night (day) airborne time - period of time during which crew members carry out flight after calling (rising) before rising (calling) of the sun;
