1. Approve the Procedure for rendering paid social services in the public social services it (is applied).

Procedure for rendering paid social services in the public social service

1. General provisions

1. The procedure for rendering paid social services in the public social service (further - the Procedure) determines procedure for rendering paid social services in the public social services providing social services.

2. Paid social services in the public social services will be organized for the purpose of comprehensive requirements satisfaction of citizens in social services, and also expansions of the sphere of social servicing to the population and strengthenings of effective activities of organizations of social protection of the population.

3. Paid social services are rendered by the public social services to users on voluntary basis.

4. In this Procedure the following concepts are used:

- the public social services - the public institutions performing social services;

- users of social services - the citizen or group of citizens which are in difficult life situation and in this connection social services are rendered to them;

- paid social services - the social services directed to requirements satisfaction of citizens and assistance in difficult life situations and prevention of repeating of such situations at the expense of means of the user of social services.

5. Paid social services are rendered to their receivers according to Standards of social services, in the field of social protection of the population, approved by the corresponding orders of the head of authorized state body in the sphere of social servicing in the Republic of Tajikistan.

6. The public social services according to the charter and the direction of the activities approve the specific list of the paid social services provided in this organization in coordination with authorized state body in the sphere of social servicing.

7. Paid social services are not provided to the citizens receiving free social services in the public social services.

8. The right of the public social service to implementation of activities which need receipt of the license, passing of accreditation and certification arises from the moment of receipt of the relevant document.

9. Rendering paid social services to foreign citizens and stateless persons is performed on the same conditions, as to citizens of the Republic of Tajikistan.

2. Procedure for the organization of paid social services

10. Rendering paid social services can be made in the public social service and/or at home.

11. Sources of financial resources of the public social services by provision of paid social services are:

- personal means of citizens;

- other sources permitted by the legislation.

12. In structure of collectives, the organizations, organizations and structural divisions of the social services performing paid social services for rendering the methodical help specialists consultants from other organizations of the social sphere, research institutions, institutions of higher professional education and other organizations in the procedure established by the legislation can be attracted.

13. To the user of paid social services social servicing can be organized according to the agreement by the public social service having the license for implementation of the corresponding types of activity.

14. For rendering paid social services the head of the public social service takes the following measures:

- publishes orders about the organization of paid services in organization of social servicing;

- approves the list of the provided paid social services it agrees with requirements of this Procedure;

- appoints responsible for the organization of paid social services;

- draws up employment relationships with the workers occupied in the organization and rendering paid social services;

- will organize storage of source and accounting documents in accordance with the established procedure.

15. The expenditure of means is performed based on the single profit and loss budget approved by authorized state body in the respective sphere in coordination with the Ministry of Finance of the Republic of Tajikistan.

3. Informing population on paid social services

16. The public social services rendering paid social services shall provide note the populations (including by placement in the places convenient for viewing and reading, the official sites) information containing the following data:

- the name and the location (legal address) of the public social service, and also data on availability of the license for the right of rendering this type of activity and the certificate on the state accreditation for educational institutions with indication of the registration number, effective period and body which issued them;

- level and types of implementable paid social services, forms and terms of their provision;

- the list of social services which cost will be included in the main payment under the agreement, and the list of the additional paid social services rendered with the consent of the user in established procedures;

- cost of services and procedure for their payment;

- procedure for acceptance and the requirement to arriving in the public social services;

- the branch, department or other relevant territorially isolated structural division of the public social service providing also information on availability of the power of attorney at it on complete or partial implementation of competences of the public social service.

4. Procedure for provision of paid social services

17. Person needing rendering paid social services (or his legal representative), addresses to the public social service, with provision of the following documents:

- statements in the form approved by authorized state body in the respective sphere;

- copies of the identity document of the user services;

- copies of the certificate of disability for disabled people;

- copies of the certificate of the receiver of retirement benefits on age for pensioners;

- the medical record in forms according to Standards;

- the reference from the residence issued by jamia of the settlement and village or body of public amateur performance.
