Rules of factual determination of availability in the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, the diplomatic passport or the service passport of false information;

Rules of factual determination of unfitness of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, the diplomatic passport and the service passport for further use;

Rules of withdrawal of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, the diplomatic passport and the service passport.

1. These rules determine procedure for conducting checks for the purpose of factual determination of execution of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation including containing the electronic medium of information based on forgery (false) or invalid documents or false information or on the counterfeit form (further respectively - check, the passport) in case of detection of the signs of invalidity of the passport which are the basis for its withdrawal, provided by appendix.

2. It is performed by the Ministry of Internal Affairs of the Russian Federation either its territorial authorities, or the Ministry of Foreign Affairs of the Russian Federation or its territorial authorities, or diplomatic representations and consular establishments of the Russian Federation, or other federal executive bodies and federal state bodies specified in part seven of article 8 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation", which issued the passport (further - the state body which issued the passport).

In case of the termination of activities of diplomatic representation of the Russian Federation or closing of consular establishment of the Russian Federation the Ministry of Foreign Affairs of the Russian Federation performs.

3. The basis for conducting check is one of the following circumstances:

a) detection of signs of execution of the passport based on forgery (false) or invalid documents or false information or on the counterfeit form;

b) receipt in the state body which issued the passport, passports with signs of execution of the passport based on forgery (false) or invalid documents or false information or on the counterfeit form withdrawn by the state body which issued the passport, either the state body or boundary body of the Federal Security Service which directed the withdrawn passport;

c) receipt of information testimonial of execution of the passport based on forgery (false) or invalid documents or false information or on the counterfeit form.

4. The decision on conducting check or on lack of need for its carrying out is accepted within 2 working days from the date of identification of the bases, stipulated in Item 3 these rules, the head or the deputy manager of the state body which issued the passport or person replacing the head, the deputy manager of the state body which issued the passport.
