About public health care

This law is adopted for the purpose of preserving and ensuring health of society (person), protection and strengthening of health, prevention of infectious and noninfectious diseases and poisonings (further - diseases), prevention of impact of social and economic, behavioural and other possible harmful and dangerous factors of the environment on health of society (person), creating favorable conditions for viability present and future generations, providing available and reliable information about health of society (person), assistance to strengthening of health, for the purpose of distribution and training in knowledge in the field of public health care, prevention of direct or consequential damage in public (human) health.
1. This law regulates the organization and implementation of preventive and anti-epidemic actions, immunization of diseases, prevention of impact of harmful and dangerous factors of the environment on human body (hygiene of the environment), epidemiological monitoring, production supervision, informing the public, distribution of medical and medical knowledge and promotion of healthy lifestyle, training in knowledge of public health care, the public relations connected with sanitary and epidemiological surveillance and state registration of products (goods) in the Republic of Armenia (except for products regulated by technical regulations of the Eurasian Economic Union), by services of occupational health and examination of public health care, and also powers of the government, bodies of system of public administration in the field of public health care are established, the rights and obligations of physical persons and legal entities, individual entrepreneurs, features of protection of the population in case of introduction of the quarantine caused by epidemic which is the basis for emergency situation, mechanisms and procedure for realization of the right to health protection.
1. The legislation of the Republic of Armenia on ensuring public health care consists of the Constitution, international treaties ratified by the Republic of Armenia, this Law, other laws, subordinate regulatory legal acts, regulations of public health care and other legal acts, except for technical regulations of the Eurasian Economic Union.
1. In this Law the following basic concepts are used:
1) Public health care system, directed to prevention of impact of social and economic, behavioural, harmful and dangerous factors of the environment on health of the person, prevention of diseases, ensuring sanitary and epidemiologic safety of the population, and also favorable conditions for viability present and future generations;
2) public health care - the state of health of society (person) which is provided due to maintenance and strengthening of health, and also prevention of diseases;
3) the regulating document of public health care for safety of health of the population (person) and prevention and exception of impact of harmful and dangerous factors of the environment on health, the regulatory legal act adopted by the head of authorized body of system of public administration by health care of the Republic of Armenia (further - authorized body), establishing requirements imposed to the conditions favorable for activity of society (person) and future generations, or to ensuring implementation of preventive and anti-epidemic actions, or to epidemiological monitoring, establishing requirements imposed to ensuring implementation of preventive and anti-epidemic actions.
4) the rule of sanitary and epidemiologic safety restriction and the requirement established by authorized body concerning activities of public authorities, separate types of economic activity and provision of services, performance of works, and also other organizations which are not engaged in economic activity in connection with introduction of the quarantine caused by epidemic which is the basis for emergency situation;
5) epidemiological monitoring - continuous and systematic collection, the analysis, assessment of the data connected with diseases and the reasons and conditions of their distribution, including carriers of pathogens, storage, environment factors, social characteristics (determinants), data connected with health including assessment of impact of factors of the environment, social characteristics (determinants) on health, forecasting and decision making.
6) infection source - human body, the animal and plant infected with causative agents of infectious diseases where they breed, accumulate, develop and from where are removed to the external environment as the native habitat for survival of pathogens which can cause infection of people or animals;
7) immunization from diseases systems of the measures directed to prevention of diseases by means of preventive inoculations (reducing distribution, elimination termination and Radical liquidation of local transfer of disease).
8) national calendar of vaccination - component of the national program of immunization which includes age groupes of persons which are subject to vaccination, the schedule of vaccination and regular dosage, antifungal structure of the vaccines necessary for vaccination, and also instructions for application.
9) adverse vaccine-challenged case - any adverse medical phenomenon which arose after vaccination during the period established by regulations of public health care, and having or not necessarily having cause and effect relationship with vaccination that is confirmed or denied by the independent expert group by assessment and investigation of adverse vaccine-challenged cases created by authorized body;
10) the standard procedure of actions documents, the procedures included in any process in the sphere of public health care approved by authorized body, step by step, describing.
11) methodical management document, developed on the basis of the best international practices and the principles of evidential medicine, approved by authorized body which includes health protection or prevention of diseases (including immunization, early detection of diseases, epidemiological inspection (investigation) of cases of diseases, identification of the reasons and conditions of their origin and distribution) or assessment of harmful effects of behavioural factors, environment factors on health of the person, the measure for their identification and prevention for the purpose of assistance to fulfillment of requirements established by the legislation on ensuring public health care;
12) the center of disease location of source of infection or the striking factor and the territory within which the infection can be transmitted or the striking factor can extend;
13) contact - person contacting to infection source (including in the hidden period of this infectious disease);
14) the event representing emergency situation in the field of public health care - any event which can have negative consequences for health of the population (person) or which is connected with the phenomena which did not lead to disease among people yet, but can cause disease in case of contact with the infected or infected food, water, animal, industrial products or the environment (further the referred to as event).
15) epidemiological inspection (investigation) - complex of actions in case of the registration of case, flash, epidemic, pandemic or event directed to identification of source of infection, the striking factors, the mechanism of transfer, ways, conditions, persons with suspicion of infection contacting, infected, carriers of pathogens and storages, factors of the environment, social characteristics (determinants), development and submission of recommendations about the organization of preventive and anti-epidemic actions;
16) disinfection destruction of causative agents of infectious diseases and their poisons in the external environment.
17) insektitsidation-destruction of the arthropods causing or transferring infectious diseases in population, and also causing material damage;
18) disinsection measure, directed to extermination of rodents, and also prevention of reproduction and distribution of rodents.
