1. Approve Regulations on procedure for purchase of the ethyl alcohol used in the medical, veterinary, technical purposes and also for production of perfumery and cosmetic and alcoholic products, according to appendix.
2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 31.07.2024 No. 436
1) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About measures for implementation of the laws of the Kyrgyz Republic "About state regulation of production and turnover of ethyl alcohol and alcoholic products", "About licensing", "About procedure for conducting checks of subjects of entrepreneurship" of June 10, 2011 No. 301" of May 14, 2018 No. 233;
2) the order of the Government of the Kyrgyz Republic "About measures for implementation of the Law of the Kyrgyz Republic "About modification of some legal acts of the Kyrgyz Republic concerning stabilization of social and economic situation in connection with force majeure circumstances" of May 8, 2020 No. 241.
4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
5. This resolution becomes effective after fifteen days from the date of official publication.

to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of March 19, 2024 No. 124
1. This Provision establishes procedure and conditions of purchases of ethyl alcohol in the territory of the Kyrgyz Republic in the medical, veterinary, technical purposes, and also for production of perfumery and cosmetic and alcoholic products.
2. In this Provision the following concepts are used:
1) special consumers (further - special consumers) ethyl alcohol - persons using ethyl alcohol in the medical, veterinary purposes and for production of perfumery and cosmetic products whose list affirms the Cabinet of Ministers of the Kyrgyz Republic;
2) the registration sheet - the document granting the right to the state companies - to producers of ethyl alcohol on its leave, in form according to appendix 1 to this Provision.
3. Purchases of ethyl alcohol for the medical, veterinary, technical purposes and for production of perfumery and cosmetic products, except for productions of alcoholic products, are performed by the special consumers and subjects using ethyl alcohol for the technical purposes, is direct at the state company - producer of ethyl alcohol based on the quotas established by the authorized state body exercising the state control in the sphere of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products (further - authorized state body).
4. The quota determines annual amount of consumption of ethyl alcohol by special consumers, and also the subjects using ethyl alcohol for the technical purposes.
5. Purchases of ethyl alcohol are made for production of alcoholic products by the companies of alcoholic industry directly at the state company - producer of ethyl alcohol on the basis and in the amounts specified in the registration sheets issued by authorized state body.
6. Effective period of registration leaf constitutes 30 days from the date of issue.
7. The payment for registration (allocation) of quotas for purchase of ethyl alcohol and issue of registration sheets from the special consumers and subjects using alcohol in the technical purposes, and also the companies of alcoholic industry is not levied.
8. The authorized state body annually, no later than June 1, sends to authorized state body in the sphere of provision of medicines and medical products under the Ministry of Health of the Kyrgyz Republic (further - authorized state body in the sphere of provision of medicines) and authorized state body in the sphere of veterinary science under the Ministry of water resources, agricultural industry and processing industry of the Kyrgyz Republic (further - authorized state body in the sphere of veterinary science) information on producers of ethyl alcohol with indication of their location and types of products.
9. The annual amount of quotas of consumption of ethyl alcohol, except for productions of alcoholic products, is determined based on requests of the special consumers and subjects using alcohol in the technical purposes for the planned amount of consumption of ethyl alcohol next year with breakdown on quarters.
10. Requests of special consumers for purchase of ethyl alcohol with reasonable calculations for forms according to appendices 2, 3 to this Provision are submitted till October 1 of the current year to authorized state body in the sphere of provision of medicines - for medical needs, in authorized state body in the sphere of veterinary science - for veterinary needs, in authorized state body - for needs of production of perfumery and cosmetic products.
11. Purchasing requests of ethyl alcohol of the subjects using ethyl alcohol in the technical purposes with reasonable calculations for form according to appendices 2, 3 to this Provision are represented till December 1 of the current year to authorized state body.
