1. Approve:

procedure of payments of amounts of the non-tariff quotas specified in Item 1 of the order of the Government of the Russian Federation of April 27, 2024 to No. 547 "About introduction of temporary quantitative restriction export of separate types of fertilizers", for the purpose of their distribution between participants of foreign trade activity, and also procedure for change of the specified amounts according to appendix No. 1 to this order;

procedure for issue, suspension and cancellation of the licenses granted by the Ministry of Industry and Trade of the Russian Federation according to Rules of issue of licenses and import permits and (or) commodity import (appendix to the Protocol on measures of non-tariff regulation concerning the third countries which is appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014) according to appendix No. 2 to this order.

2. To impose control of execution of this order on the First Deputy Minister of Industry and Trade of the Russian Federation V. S. Osmakov and the deputy minister of the industry and trade of the Russian Federation M. N. Yurin according to distribution of obligations.

3. This order is effective till November 30, 2024 inclusive.

a) the copy of the conclusion about confirmation of the production of industrial output in the territory of the Russian Federation issued according to the resolution No. 719 concerning fertilizers;

b) the information about the legal entities authorized by the producer with indication of full name, identification taxpayer number and percentage distribution between them non-tariff quotas if deliveries will be performed not by producer of fertilizers;
