1. Conduct from July 1, 2024 to August 31, 2026 in the territory of the Russian Federation experiment on placement of codes of marking in machine-readable form on federal special brands for marking of separate types of alcoholic products with content of ethyl alcohol (fortress) in finished goods to 9 percent inclusive (further respectively - low alcohol drinks, experiment).

2. Approve enclosed:

Regulations on carrying out in the territory of the Russian Federation experiment on placement of codes of marking in machine-readable form on federal special brands for marking of separate types of alcoholic products with content of ethyl alcohol (fortress) in finished goods to 9 percent inclusive;

3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Transport of the Russian Federation, Federal Tax Service, the Federal Customs Service, the Federal Service on control of the alcoholic and tobacco markets, Federal Service for the Oversight of Consumer Protection and Welfare, Federal Security Service of the Russian Federation (further - authorized bodies).

4. Recommend to Goznak joint-stock company to participate in experiment.

Agree with the offer of Operator-TsRPT limited liability company on implementation by the specified society on a grant basis of functions of the operator of the information system used for the purpose of carrying out experiment and also about financing of completion of Unified State Automated Information System of accounting of production volume and turnover of ethyl alcohol, the alcoholic and alcohol-containing products necessary for carrying out experiment (further respectively - the operator of information system of marking, information system of marking).

6. Recommend to the operator of information system of marking to develop till July 15, 2024:

a) requirements to information system of marking;

b) requirements to ensuring the information security containing in information system of marking, and information security when using information and communication technologies within the experiment.

7. Provide to the Ministry of Industry and Trade of the Russian Federation:

a) coordination of creation and functioning of information system of marking;

b) approval till August 31, 2024 of requirements to information system of marking, and also requirements to ensuring the information security containing in information system of marking, and information security when using information and communication technologies within the experiment;

c) carrying out together with authorized bodies of assessment of results of experiment and submission of the corresponding reports to the Government of the Russian Federation till August 1, 2025 and till August 1, 2026;

d) development and approval till August 31, 2024 in coordination with authorized bodies of methodical recommendations about carrying out experiment and the scheduled plan of carrying out experiment.

8. To provide to the Ministry of Transport of the Russian Federation, Federal Tax Service, the Federal Customs Service, the Federal Service on control of the alcoholic and tobacco markets, Federal Service for the Oversight of Consumer Protection and Welfare when implementing powers in the established spheres of maintaining together with the operator of information system of marking information exchange of the information systems with information system of marking with use of information which is earlier placed in them, and also accounting of the data transferred within the experiment by participants of experiment to information system of marking including regarding accounting of the data containing in subsystem of the national catalog of the marked goods of information system of marking.

9. On control of the alcoholic and tobacco markets and the operator of information system of marking in addition to the information exchange specified in Item 8 of this resolution to provide to the Federal Service:

a) information exchange of information system of marking and Unified State Automated Information System of accounting of production volume and turnover of ethyl alcohol, alcoholic and alcohol-containing products, including regarding mobile applications;

b) approbation of processes of drawing codes of marking in machine-readable form on the federal special brands intended for marking of low alcohol drinks.

10. Realization by authorized bodies of the actions provided by this resolution is performed within the established extreme number of staff of employees of the relevant authorized bodies and budgetary appropriations provided to these bodies on management and management in the field of the established functions.

11. For the purpose of ensuring information exchange of authorized bodies the information system is connected on a grant basis to single system of interdepartmental electronic interaction according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction".
