About measures for public health care and raising on the new level of health care system in the Kashkadarya region

For the purpose of enhancement of system of delivery of health care to the population, early detection and prevention of diseases, approach to the population and improvement of quality of medical services, strengthenings of material and technical resources and increase in personnel capacity of medical institutions in the Kashkadarya region:

1. Determine the main priority directions of development of health care system in the Kashkadarya region:

expansion with organizations of primary health care of scale of routine inspections and screening programs for the purpose of early detection of chronic diseases among the population;

disposal of excess weight, respect for the principles of healthy nutrition, increase in physical activity, prevention of heart attack, stroke, diabetes, oncological and other diseases;

approach to the population of specialized medical services, implementation in practice of 40 types of new methods of treatment and diagnostics at the level of area and 20 types - at the level of the area;

improvement of quality of system of preparation and retraining of personnel, satisfaction of need for health workers, including completion of vacant positions in the remote and hard to reach areas qualified personnel;

providing population and medical organizations with high-quality and safe medicines, products of medical appointment;

digitalization of system of medicine.

2. Approve:

The program of additional measures for development of health care system in the Kashkadarya region in 2024 - 2026 according to appendix No. 1;

The program of equipment by the necessary medical equipment of medical institutions of the Kashkadarya region in 2024 - 2026 according to appendices No. No. 2 and 2a;

The program of providing with the computer equipment and other technical means of medical institutions of the Kashkadarya region according to appendix No. 3.

3. To the Ministry of Health together with the Ministry of preschool and school education, the Ministry of employment and reducing poverty, khokimiyat of the Kashkadarya region in a month for forming among the population of healthy nutrition and healthy lifestyle to perform:

promotion of healthy lifestyle among the population, carrying out explanatory work about responsibility of citizens for the health;

creation of complex of healthy nutrition, improving exercises and rules of hygiene for adult and elderly people proceeding from their age, constitution, conduct of life and predisposition to diseases;

development of recommendations about dietary food for each risk group of the population and types of diseases;

forming at children of skills of healthy lifestyle by means of inclusion in the preschool educational organizations of occupations "Basis of personal hygiene and physical training", in curricula in general average educational institutions - the subjects "Health Lessons";

development and promotion in mass media of cycle of special programs for forming of healthy lifestyle, to counteraction and the prevention of noninfectious diseases and their risk factors.

At the same time to adjust regular display of special transfers, social advertizing and videos about value of healthy lifestyle, use of medicines and means of self-checking.

4. To the Ministry of Health, khokimiyats of the Kashkadarya and Surkhandarya regions:

a) till April 1, 2024 to take measures for advanced training of workers of all medical crews of organizations of primary health care for identification of risk group and carrying out screening of the population on early detection of diabetes, cardiovascular and oncological diseases.

At the same time on the basis of recommendations of the relevant republican specialized scientific and practical medical centers the Institute of health and strategic development will organize training courses on implementation of screening programs;

b) take measures for continuation of the implemented pilot project for employment of students of final year of medical highest educational institutions on the vacant positions of the doctor which are available in medical institutions in 2024-2025 in all regions;

c) together with the Ministry of the higher education, science and innovations to provide implementation since 2024/2025 academic years for students of all medical highest educational institutions of the republic of the separate state order with working off condition within 5 years in the Kashkadarya and Surkhandarya regions.

5. Determine that since May 1, 2024 the medical crews which revealed in the Kashkadarya region oncological diseases at early stage for each revealed case are stimulated by fund of material stimulation and development of medical institutions in the amount of 2 million sum.

To the Ministry of Health together with the Ministry of Economics and finance till March 1, 2024 to approve procedure for stimulation of the medical crews which revealed oncological diseases at early stage.

6. Agree with offers of the Ministry of Health and JSC Uzbekiston temir yullari:

about increase since March 1, 2024 within the available capacities of the organizations of health care system of the Kashkadarya region of quantity of the beds of the Kashkadarya regional branch of Republican scientific center of the emergency medical care containing at the expense of means of the Government budget with 220 to 300;

about voluntary conveyance of buildings, constructions, medical equipment and equipment of the Qarshi railway hospital under JSC Uzbekiston temir yullari to the Kashkadarya regional branch of Republican scientific center of the emergency medical care and by means of it is their consolidation.

At the same time medical attendance (except for the free services guaranteed by the state) employees of JSC Uzbekiston temir yullari and members of their families which are actually attached to the Qarshi railway hospital is performed by organizations of system of the Ministry of Health on the basis of the contract signed between JSC Uzbekiston temir yullari and medical institution.

7. Approve the following offers of khokimiyat of the Kashkadarya region and the Ministry of Health:

a) construction of new maternity complex on 200 beds based on the Qarshi city maternity complex.

At the same time new maternity complex:

based on the specification of the Ministry of Health it is designed, under construction and equipped with the necessary medical equipment the business owner according to modern requirements;

after full completion of construction works it is transferred to fixed assets of the Ministry of Health;

b) creation in the city of Qarshi of interregional hospice on 50 beds on rendering palliative care by the patient having serious hematologic, oncological and clinical immunological illness within the available capacities of the organizations of health care system of the Kashkadarya region.

At the same time:

the expenses connected with construction and content of hospice are performed at the expense of means of the local budget of the Kashkadarya region, equipment by the necessary medical equipment - the State trust fund of development of medicine under the Ministry of Health;
