1. Take into consideration that:

The board of directors of Islamic development bank approves on December 31, 2022 the decision on allocation of loan on the "Complex Development of the Rural Zone" project (the 2nd stage) (further - the Project) between the Republic of Uzbekistan and Islamic development bank (further - IBR), and also for the purpose of financing the Framework agreement and the Agency agreement in the amount of 260 million US dollars for a period of 20 years, including grace period of 5 years on April 26, 2023 are signed;

The representation of the Development program of the United Nations in Uzbekistan during project implementation performs activities as the partner of responsible executive body;

the total cost of the Project constitutes 293, 5 million US dollars, from them the share of the Republic of Uzbekistan is equal 33, 5 million US dollars;

The project is implemented in 157 descents of citizens of the makhally 21 district of the Kashkadarya, Samarkand and Surkhandarya regions, the period of project implementation constitutes 5 years (2024 - 2028);

according to the Customs code the goods imported on customs area by legal entities at the expense of loans (credits) provided by the international financial institutions and the foreign government financial organizations for international treaties of the Republic of Uzbekistan are exempted from customs duty.

2. Determine that:

The Ministry of Economics and finance is responsible executive body on timely implementation and coordination of the Project, and also target and effective use of the loans allocated from IBR;

selection within the Project of designers of the subprojects and the organizations which are carrying out contract works is performed on the basis of requirements of IBR and procedures about the public procurements which are not contradicting these requirements, open and transparent method;

all organizations which are taking part in project implementation follow requirements of the mechanisms specified in the Framework agreement and the Agency agreement signed on the Project;

after identification of necessary subprojects in the villages selected within project implementation it is developed and expertize in bodies of examination of technical and economic calculations of the Project for the actions planned to realization in each area is in accordance with the established procedure carried out;

SUE Sluzhba edinogo zakazchika Engineering Company under khokimiyats of the Kashkadarya, Samarkand and Surkhandarya regions are customers on project implementation;

between project implementation team and SUE Sluzhba edinogo zakazchika Engineering Company agreements on cooperation will be signed.

3. Determine that within project implementation:

the formed tax amount on value added is paid at the expense of means of the business entities participating within the Project and compensated at the expense of means of the republican budget according to the procedure, established by the legislation;

release of imported goods from customs duty and compensation of tax amount on value added at the expense of means of the republican budget is considered share of the Republic of Uzbekistan;

the expenses connected with return of loans of the donor, including surcharge (allowance) and interest payments, the commission and other payments become covered at the expense of means of the republican budget of the Republic of Uzbekistan.

4. Approve:

The key technical and economic parameters of the "Complex Development of the Rural Zone" project (the 2nd stage) according to appendix No. 1;

The key technical and economic parameters of the "Complex Development of the Rural Zone" project (the 2nd stage) by regions according to appendix No. 2;

The forecast installment payment plan of the funds allocated from IBR within the "Complex Development of the Rural Zone" project (the 2nd stage) according to appendix No. 3.

5. Authorize the minister of investments, the industry and trade to make on behalf of the Republic of Uzbekistan changes and amendments to the Framework agreement and the Agency agreement between the Republic of Uzbekistan and IBR for project implementation.

6. Issue to the Ministry of Justice in accordance with the established procedure the legal conclusion according to the Framework agreement and the Agency agreement between the Republic of Uzbekistan and IBR, and also in need of the agreement on modification and amendments in these agreements.

7. To the ministry of employment and reducing poverty together with project implementation team to take necessary measures for establishing permanent interaction within the Project in improvement of the social and spiritual circle among the population, to further support of institute waved, and also raising on the new level of system of work with families and women.

8. To the ministry of employment and reducing poverty to provide issue (prolongation) in accordance with the established procedure to the foreign citizens attracted within project implementation, confirmations on the right of implementation of labor activity in the territory of the Republic of Uzbekistan.

9. For the purpose of ensuring effective and timely implementation of measures, determined in this resolution:

a) To the Ministry of Economics and finance:

in two weeks to hold meeting with participation of executives in charge, to determine their specific objectives;

together with the relevant ministries and departments, local khokimiyats to organize educational trainings for advanced training of the specialists responsible for project implementation, with involvement of foreign consultants;

establish monitoring of implementable subprojects and their high-quality accomplishment, and also by their results to organize publication by contractors on the official website of open data following the results of every quarter during 15-day term and enter the relevant information in the Cabinet of Ministers, provide establishment of effective control behind projects implementation by the simultaneous announcement of the public of these data;

provide permanent illumination of data on the carried-out work, the mastered means and the achieved project deliverables on the official website of the Project, in mass media and social networks;

b) to khokimiyats of the Kashkadarya, Samarkand and Surkhandarya regions:
