About measures for project implementation "Reconstruction of site 1255 - 1315 km (60 km) of the highway M39 "Almaty - Bishkek - Tashkent - Shakhrisabz - Termez" with participation of Islamic development bank and OPEC Fund for the international development

For the purpose of construction and reconstruction of the modern highways conforming to the international requirements and standards, developments of highway network and further enhancement of national road and transport infrastructure in the country:

1. Take into consideration that:

a) Committee on highways under the Ministry of transport (further - Committee on highways) the feasibility statement on the project "Reconstruction of site 1255 - 1315 km (60 km) of the highway M39 "Almaty - Bishkek - Tashkent - Shakhrisabz - Termez" (further - the project) total cost 195, of 5 million US dollars is in accordance with the established procedure developed;

b) for project implementation:

Islamic development bank (further - IBR) approves allocation of loan in the amount of 106, by 7 million US dollars for the term of 20 years, including five-year grace period;

The OPEC fund for the international development (further - OPEC Fund) approves allocation of loan in the amount of 47, by 2 million US dollars for the term of 20 years, including five-year grace period;

c) for project implementation by the Republic of Uzbekistan the corresponding Framework agreement and the loan agreement is signed with IBR and OPEC Fund;

d) according to the feasibility statement on the project total cost 195, 5 million US dollars:

the contribution of IBR and OPEC Fund constitutes 153, 9 million US dollars, contribution of the Republic of Uzbekistan - means in the amount of 41, of 5 million US dollars in the form of provision of tax and customs privileges and covering of other financial expenses;

the period of project implementation constitutes 5 years (2024 - 2029, including two-year warranty period);

e) by results of the preliminary studying which are carried out by the Ministry of investments, the industry and trade, the Ministry of Economics and finance, the Ministry of transport, Committee on highways the possibility of expense optimization is revealed (to 20 million US dollars).

2. Determine that:

The committee on highways and the Avtoyulinvest Agency are the executive bodies responsible for timely and high-quality project implementation, and also target and effective use of loans of IBR and OPEC Fund;

repayment of the loans allocated with IBR and OPEC Fund, including the expenses connected with allowances, interest and other payments are performed at the expense of means of the republican budget of the Republic of Uzbekistan;

the estimate of annual expenses and the staff list of project implementation team are approved with the Ministry of Economics and finance.

3. Approve:

The main technical and economic indicators of the feasibility statement on the project "Reconstruction of site 1255 - 1315 km (60 km) of the highway M39 "Almaty - Bishkek - Tashkent - Shakhrisabz - Termez" according to appendix No. 1;

The forecast payment schedule in parts the funds allocated by Islamic development bank within the project "Reconstruction of site 1255 - 1315 km (60 km) of the highway M39 "Almaty - Bishkek - Tashkent - Shakhrisabz - Termez", according to appendix No. 2;

The forecast repayment schedule of the loan allocated with OPEC Fund for the international development, interest payment and other payments on it within the project "Reconstruction of site 1255 - 1315 km (60 km) of the highway M39 "Almaty - Bishkek - Tashkent - Shakhrisabz - Termez", according to appendix No. 3.

4. Approve the offer of the Ministry of investments, the industry and trade, the Ministry of Economics and finance, the Ministries of transport, Committee on highways about the direction of the funds optimized and saved within the project for works on construction of Items of weight and dimensional control on highways public according to appendix No. 4.

To the ministry of investments, industry and trade together with the Ministry of Economics and finance, Committee on highways till October 1, 2024 to hold with IBR and OPEC Fund negotiations on the direction of the funds optimized and saved within the project for the works provided in this Item.

5. To provide to khokimiyat of the Kashkadarya region together with Committee on highways for the purpose of creation of green zones disembarkation of 450 thousand saplings of decorative trees and poplars in roadside zones of the highways reconstructed within the project taking into account their climatic conditions.

At the same time in accordance with the established procedure contracts on maintenance of green zones up to standard are signed with initiative physical persons and legal entities.

6. Issue to the Ministry of Justice the legal conclusions according to the Framework agreement and the loan agreement signed between the Republic of Uzbekistan, IBR and OPEC Fund.

7. In accordance with the established procedure to provide to the ministry of employment and reducing poverty based on requests of Committee on highways issue (prolongation) to the foreign experts involved to the republic within project implementation, confirmations on the right of implementation of labor activity in the territory of the Republic of Uzbekistan.

8. To the republican headquarters on control and coordination of implementation of state programs (S. I. Samadov) to establish constant control behind target allocation and expenditure of means within the project, and also each half a year to enter the relevant information in Administration of the President of the Republic of Uzbekistan.

9. To anti-corruption agency to establish constant control behind ensuring openness and publicity in the course of use of the funds raised within the project.

10. To Ministry of Ecology, environmental protections and climate changes to provide conducting the state environmental assessment of statements for the impact of the project on the environment according to the procedure established in acts of the legislation.

11. Assign to the deputy prime minister A. Zh. Ramatov and the chairman of Committee on highways Zh.Yu. Tursunova the personal responsibility for the effective organization of execution of this resolution.

To assign discussion of course of execution of this resolution, implementation of coordination and control of activities of the responsible organizations to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
