About architectural activities

This Law determines the legal and organizational principles of implementation of architectural activities and is directed to forming of the favorable vital circle, achievement of esthetic expressiveness, economic feasibility and reliability of buildings, constructions and their complexes.

Section I. General provisions

Article 1. Determination of the main terms

In this Law the stated below terms are used in the following value:

architectural activities - the activities for creation of objects of architecture including creative process of search of architectural concept and its embodiment, coordination of actions of participants of development of all constituent parts of projects on planning, buildings and to improvement of the territories, constructions (new construction, reconstruction, restoration, major repair) of buildings and constructions, implementation of architectural construction supervision and designer's service of their construction, and also implementation of research and teaching work in this sphere;

objects of architectural activities (architecture objects) - buildings and constructions of construction engineering, utility, industrial and other function, their complexes, subjects to improvement, landscape gardening and landscape architecture, monumental and monumental and decorative art, the territory (part of the territories) of administrative and territorial units and settlements;

subjects of architectural activities are the architects, other persons who are taking part in preparation and development of town-planning documentation, project documentation for construction, reconstruction, restoration, major repair of buildings and constructions, improvement, landscape and landscape gardening objects, research and teaching work, project orderers and construction of facilities of architecture, contractors on accomplishment of project and construction works, producers of construction materials, products and designs, owners and users of objects of architecture and also the authorities realizing the powers in the field of town planning;

engineering activities in the field of construction (engineering) activities for rendering services of engineering and technical nature to which carrying out preliminary feasibility statements and researches, project appraisals, development of programs of financing of construction, the organization of production of the project documentation, carrying out tenders and the biddings, the conclusion of works agreements, coordination of activities of all participants of construction, and also implementation of test authority behind asset construction of architecture and consultation of economic, financial or other nature belong;

the architect (engineer), the having qualification certificate, the specialist who by results of certification received such certificate which confers it powers of conducting personal activities in the field of architectural activities and which bears responsibility for results of the work;

test authority - implementation by the customer of control of observance of project decisions and to construction regulations and rules, and also control of quality of the performed works and their amounts in case of construction or change (including by demolition) town planning object;
