1. This document establishes the main requirements to implementation of processes of appointment and provision of measures of social protection (support), the social services provided within social servicing and the government public assistance, other social guarantees and payments by public authorities (state bodies), local government bodies, Fund of pension and social insurance of the Russian Federation and also the organizations which are under authority of public authorities and local government bodies (further respectively - measures of social protection (support), bodies and (or) the organizations).

2. Bodies and (or) the organizations perform processes of appointment and provision of measures of social protection (support) in electronic form.

3. Processes of appointment and provision of measures of social protection (support) by bodies and (or) organizations are performed with use of the state information system "Single Centralized Digital Platform in the Social Sphere" (further - single digital platform) or information systems of bodies and (or) the organizations.

4. Processes of appointment and provision of measures of social protection (support) by bodies and (or) organizations in the part concerning the state and municipal services are performed according to the administrative regulations developed by suppliers of the state and municipal services according to article 13 of the Federal law "About the Organization of Provision of the State and Municipal Services".

5. For appointment and provision of measures of social protection (support) in electronic form by bodies and (or) organizations in the information systems used according to Item 3 of this document (further - information systems), are performed:

a) reception of applications about appointment and provision of measures of social protection (support) (further - the statement) and documents (copies of documents, data), and also processing of statements and documents (copies of the documents, data) which arrived from citizens;

b) confirmation of the right of the applicant to receipt of measures of social protection (support);

c) forming of requests and receipt of data with use of single system of interdepartmental electronic interaction;

d) decision making about appointment and provision of measures of social protection (support), about refusal in purpose of measures of social protection (support), the decision on payment of measures of social protection (support), recalculation of the size (if necessary) measures of social protection (support), and also provision of the half-received amount;

e) anticipatory (pro-active) preparation of the draft statement based on the data containing in information systems;

e) appointment and provision of measures of social protection (support), including in procedure without application or the anticipatory (pro-active) mode based on the data containing in information systems;

g) decision making about the termination or prolongation of provision of measures of social protection (support), suspension of provision and renewal of provision of measures of social protection (support);

h) forming of settlement payment documents;

i) processing of data from the credit and delivery institutions;

j) forming of the reporting;

k) storage of electronic documents, and also the register entries signed in information systems.

6. Appointment and provision of measures of social protection (support) is performed by one of the following methods:

a) based on the statement;

b) in procedure without application (if such procedure is established by regulatory legal acts of the Russian Federation and regulatory legal acts of subjects of the Russian Federation) with use of data on bank account details of citizens for provision of measures of social protection (support).

7. The application is submitted by one of the following methods:

a) in electronic form by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal) or by means of the regional portal of the state and municipal services (further - the regional portal) if it is provided by regulatory legal acts of the subject of the Russian Federation. The application submitted by means of the single portal or the regional portal is signed by the simple digital signature which key is received according to the Rules of use of the simple digital signature when rendering the state and municipal services approved by the order of the Government of the Russian Federation of January 25, 2013 No. 33 "About use of the simple digital signature when rendering the state and municipal services" if the possibility of its use is established by the regulatory legal act regulating procedure for provision of measures of social protection (support) strengthened by the unqualified digital signature which certificate of key of check is created and used in the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation or the strengthened qualified digital signature;

b) personally:

through the multipurpose center of provision of the state and municipal services in the presence of the signed agreement on interaction between bodies and (or) the organizations and the multipurpose center authorized on the conclusion of the specified agreements based on the Federal Law "About the Organization of Provision of the State and Municipal Services";

in body and (or) the organization in the cases established by the legislation of the Russian Federation and (or) the legislation of subjects of the Russian Federation.
