About additional measures for enhancement of processes of labor migration and support of persons performing temporary labor activity abroad

For the purpose of increase in system effectiveness of process management of labor migration, creating favorable conditions for the citizens wishing to perform labor activity abroad, reintegrations of persons which came back from labor migration, including ensuring their employment, increase in professional qualification and stimulation of entrepreneurial initiatives:

1. Agree with offers of the Ministry of employment and reducing poverty:

a) about education:

The agencies of external labor migration under the Ministry of employment and reducing poverty (further - the Agency) in the form of public institution based on the State company "The Agency of External Labor Migration under the Ministry of Employment and Reducing Poverty of the Republic of Uzbekistan";

Department of questions of external labor migration in executive structure of the Cabinet of Ministers (further - Department) consisting of 4 established posts due to reducing 4 established posts of the Ministry of employment and reducing poverty;

b) ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 17.10.2024 No. UP-162

2. Approve:

procedure for the organization of activities of the Agency, Department and attache according to appendix No. 1;

sources of financing of activities of the Agency, its territorial administrations and representations abroad according to appendix No. 2.

3. Determine that since June 1, 2024 by fund of support and protection of the rights and interests of the citizens performing labor activity abroad under the Ministry of employment and reducing poverty (further - Fund):

a) compensation on covering of expenses, connected is paid to the citizens who were registered by electronic program complex of labor migration "Xorijda ish" and leaving in organized labor migration:

with passing qualification examination in foreign languages and (or) professions - to the triple size of basic settlement size, on condition of successful passing an examination and receipt of the certificate;

with registration of "working visa" for implementation of labor activity abroad - to the fivefold size of basic settlement size;

with acquisition of the ticket - to the double size of basic settlement size;

d) to the citizens of the Republic of Uzbekistan who underwent to the violence, forced labor and discrimination which labor and other rights were violated which got into difficult financial position, left without documents confirming the personality, without means of support during implementation of labor activity abroad - services of the lawyer, the organizations rendering legal services or human rights organizations are in accordance with the established procedure paid.

To the ministry of employment and reducing poverty (B. Musayev) together with the interested ministries and departments in two-month time based on this Item to approve procedure for allocation of subsidy, compensation and other payments.

4. Determine that for receipt of compensation provided by the subitem "an" of Item 3 of this Decree, the citizen addresses electronically by means of electronic program complex of labor migration "Xorijda ish" or it is direct in the Agency with the statement, having attached the proving documents.

At the same time the compensation amount no later than one month after employment of the citizen is abroad credited on the bank plastic card specified in its statement.

5. Determine that since June 1, 2024 the size of the consular fee for online reclamation of documents is equated to the amount of the state tax for issue of duplicates of registration certificates of acts of civil status.

6. To the ministry of employment and reducing poverty (B. Musayev) and to the Ministry of Foreign Affairs (B. Saidov) together with the interested ministries and departments:

for the purpose of expansion of opportunities of rendering financial support to the labor migrants who fell into difficult situation to hold negotiations with competent authorities of the corresponding foreign states on opening in 2024-2025 in Great Britain (London), Germany (Berlin), Turkey (Istanbul) and the UAE (Riyadh) of representations or centers for rendering legal assistance to labor migrants (further - the centers) the Agencies;

proceeding from results of negotiations to take necessary measures for covering by fund of the expenses connected with opening of representations and (or) centers of the Agency, and also their equipment and content.

7. Determine that since July 1, 2024 the procedure of payments of pension established for employees of diplomatic representations and consular establishments of the Republic of Uzbekistan abroad, coverings of the payments connected with training in educational institutions (if training in educational institutions is conducted on paid basis) their minor children, and also rendering to them financial support and encouragement extends also to employees of representations and representatives of the Agency abroad.

8. To the ministry of employment and reducing poverty (B. Musayev) together with the Ministry of Internal Affairs (P. Bobozhonov), the Ministry of digital technologies (Sh. Shermatov) and other interested ministries and departments:

a) till September 1, 2024:

organize activities of the round-the-clock Call-center for assistance to labor migrants and provide continued operation of single phone number;

create possibility of implementation of free calls on number of the Call-center for the subscribers calling from abroad;

b) till July 1, 2025:

create the single interdepartmental and completely integrated electronic database giving opportunity to keep exact account of the persons leaving Uzbekistan, and also arriving to the territory of our country;

create the mobile application for labor migrants giving them opportunity to place data on the country of the stay and availability of free workplaces, online communication with compatriots and implementation of money transfers, to contact the organizations providing the help to the citizens who appeared in difficult life situation.
