About measures for increase in the income and employment of youth by allocation of lands by it, and also to development of new land

For the purpose of increase in production of food crops by effective use of land and water resources in agricultural industry, employment and increase in the income of the population, including youth:

1. Determine that 60 thousand hectares of land which is in reserve of district khokimiyats (further - land), are exposed on electronic online biddings which are leased youth in priority procedure according to appendix No. 1 for the organization of Dehkan farms, and also the following new system covering chain from production of agricultural products before its realization takes root:

a) electronic online biddings on transfer to lease of 60 thousand hectares of land are held among the youth included in the list which will be created according to the recommendation of "the makhallinsky seven" (further - applicants) by means of electronic trade platform of "E-auksion" in a month. At the same time:

winners of electronic online biddings on transfer to lease of land are allowed to pay in interest-free payment by installments the cost of the parcel of land within 10 years in equal shares;

amount of deposit is determined in single size of basic settlement size;

b) to applicants are leased for up to 30 years in small lots on the basis of the principle "one array - one products":

the irrigated acreage for production of vegetables, potatoes, melon cultures, flowers, greens, grains of corn, bean and oil-bearing crops;

land of long-term plantings or inefficient gardens for the gardening and vinogradarsky directions;

land intended for production of feed crops, the bogharic, virgin, pasturable and new mastered land for production of drug plants, the directions of livestock production.

At the same time in case of participation in electronic online and auction the biddings of one applicant the auction, according to the procedure of exception, is considered carried out, and also the youth on the biddings held on the basis of these preferential terms is allowed to receive in lease land area only once;

c) the sizes of land allocated to applicants are determined according to the offer of "the makhallinsky seven". At the same time:

fixing without fail by "the makhallinsky seven" for applicants of small lots on land placed on electronic trade platform of "E-auksion" is not allowed;

providing to the entrepreneurs who are well organizing work, processors or exporters of products of land on continuous contour with the obligation of employment of several young people included in "Youth notebook" is allowed;

d) the youth which received in lease land by means of electronic online biddings from "Iron notebook", "Female notebook" and "Youth notebook" is not excluded also all privileges established for it by the legislation and preferences remain;

e) permanent monitoring of types and amount of the cultures which are grown up by applicants on land is performed by means of the Yosh Fermerlar platform ("Young farmers") by Agency on cases of youth.

To agency on cases of youth in a month on the basis of initiative of Council of young farmers of Uzbekistan to start the Yosh Fermerlar platform ("Young farmers") by fund of support of the state youth policy and to integrate it with the information system "Agroplatforma" of the Ministry of Agriculture.

3. In a month to provide to the ministry of the higher education, science and innovations together with the Ministry of Agriculture creation of the demonstrative field areas on construction of gardens and vineyards, production of vegetables, potatoes, melon, bean and oil-bearing crops on the respective educational-experimental sites of the highest educational institutions in the agrarian sphere and other highest educational institutions in regions.

4. Implement the following measures of support of applicants for the new system covering chain from production before realization of agricultural products:

allocation to applicants commercial banks within the conditions and means provided in the resolution of the President of the Republic of Uzbekistan of December 15, 2021 No. PP-52 "About measures for the state support of the sphere of fruit-and-vegetable growing, further development of system of cluster and cooperation in industry", the credits at the rate to 100 million sum for a period of up to 7 years. At the same time within the resolution allocation of all types of loan on the basis of the guarantee of "the makhallinsky seven" is allowed and it bears equivalent responsibility for effectiveness of the credits;

allocation to applicants for purchase of the mini-equipment, seeds and seedling of subsidy in the amount of on 5 million from Fund of "Youth notebook", the credits at the rate to 33 million sum - from Fund of support of farmer, Dehkan farms and owners of garden plots;

JSB Agrobank and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan by means of 167 "agrocenters" on places will organize services of delivery of seeds, seedlings, introduction of fertilizers, the mini-equipment and the agronomist with attraction of private sector, and also processors and exporters are attached to purchase of the grown-up products.

5. Determine that:

on land leased according to this resolution, construction of housing, buildings and constructions it is strictly forbidden;

The chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas in case of allocation of youth of acreage bear the personal responsibility for non-infringement of the rights of the producers of agricultural products established on the basis of the lease agreement of the parcel of land.

Haitov) to take measures for the direction in 2024 of funds for purchase of the mini-equipment, seeds and seedling for land allocated to youth to 50 billion sum from Fund of "Youth notebook" and to 60 billion sum - from Fund of support of farmer, Dehkan farms and owners of garden plots respectively.

7. Agree with the offer of the Ministry of Agriculture, Ministry of water economy, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas on new development and repeated introduction in use of additional 218 thousand hectares of land area in 2024 according to appendix No. 2.
