About measures for project implementation "Construction of internal roads with cement-concrete covering" with participation of Asian Development Bank

For the purpose of construction in the country of the internal roads with cement-concrete covering meeting the international requirements and standards, developments of network of rural highways and improvement of conditions of access to highways public for the population living in the rural zone:

1. Take into consideration that:

a) The board of directors of Asian Development Bank (further - ABR) on December 11, 2023 approves allocation of borrowed funds in the amount of 240, by one million US dollars on project implementation "Construction of internal roads with cement-concrete covering" (further - the project) for the term of 25 years with grace period of 5 years;

b) between the Republic of Uzbekistan and ABR the loan agreement on the project is signed on December 29, 2023;

c) ABR the Strategy of development for rural roads till 2035 is developed and according to requirements of this strategy the list of internal roads with cement-concrete covering which construction will is created it is performed within the project;

d) within the project:

works on engineering project management and engineering supervision on road-building objects will be performed according to practice and documents of the International federation of consulting engineers (FIDIC);

after completion of construction works and acceptance of objects in operation by the prime contractor works on the guaranteed content in good repair and operation within 5 years will be performed;

special attention is paid to involvement of the domestic companies of consulting engineers for ensuring engineering supervision in construction, and also selection of the companies of consulting engineers is performed according to procedure for ABR on the basis of the simplified competitive biddings;

construction works are carried out by the local contractors determined by results of tenders;

under the Avtoyulinvest Agency of system of Committee on highways under the Ministry of transport (further - Committee on highways) the project implementation team is created;

e) Committee on highways the feasibility statement on the project total cost 304, of 9 million US dollars according to which is in accordance with the established procedure developed:

the contribution of ABR to project implementation constitutes 240, one million US dollars, contribution of the Republic of Uzbekistan - 64, 9 million US dollars, including means in the amount of 28, 4 million US dollars in the form of exemption of customs duties;

the project deadline constitutes 9 years (2024 - 2032), including construction works - 4 years (2024 - 2027), and also works on content and operation - 5 years (2028 - 2032);

e) by results of the preliminary studying which are carried out by the Ministry of investments, the industry and trade, the Ministry of Economics and finance, the Ministry of transport, Committee on highways the possibility of expense optimization is revealed (to 32 million US dollars).

2. Determine that:

The committee on highways and the Avtoyulinvest Agency are the executive bodies responsible for timely and high-quality project implementation, and also target and effective use of loan of ABR;

the expenses connected with repayment of loan of ABR, and also interest payment on it are performed at the expense of means of the republican budget of the Republic of Uzbekistan;

3. Approve:

The main technical and economic indicators of the "Construction of Internal Roads with Cement-concrete Covering" project with participation of Asian Development Bank according to appendix No. 1;

The forecast repayment schedule of the loan allocated by Asian Development Bank and interest payments according to appendix No. 2;

Capacity of the construction works which are subject to implementation by regions within the "Construction of Internal Roads with Cement-concrete Covering" project with participation of Asian Development Bank according to appendix No. 3.

4. Jointly in Committee on highways for the purpose of creation of green zones to provide to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas disembarkation of 2,5 of one million saplings of decorative trees and poplars in the roadside territories of the highways transferred to cement-concrete covering within the project taking into account their climatic conditions.

At the same time the works on operation of internal roads with cement-concrete covering which are carried out by prime contractors of objects within 5 years within the project also provide content and care of the created green zones on the basis of the agreement.

5. Create under Committee on highways the Working group on investment attraction and implementation of the best foreign practice and advanced technologies to the sphere of road economy as a part of representatives of the responsible ministries and departments.

Assign to the Working group (Zh. Yu. Tursunov) the following tasks:

the effective organization of works on construction and operation of internal roads with cement-concrete covering within the project;

increase in implementation of similar projects with attraction of preferential means of ABR and other international financial institutions, and also foreign government financial organizations;

harmonization of regulating documents of the sphere of construction of internal roads with cement-concrete covering with developed ABR referral regulations, and also use of construction technologies to other projects;

attraction to construction and operation of highways with cement-concrete covering of experienced foreign experts, including with assistance of ABR.

Assign to the first deputy adviser to the President of the Republic of Uzbekistan concerning economic development T. A. Ishmetov task on coordination and practical assistance of activities of working group and monthly hearing of the corresponding reports.

6. In week time to issue to the Ministry of Justice in accordance with the established procedure the legal conclusion under the loan agreement signed between the Republic of Uzbekistan and ABR.

7. Authorize the chairman of Committee on highways to sign the project agreement with ABR within the project.

8. In accordance with the established procedure to provide to the ministry of employment and reducing poverty based on requests of Committee on highways issue (prolongation) to the foreign experts involved to the republic within the project, confirmations on the right of implementation of labor activity in the territory of the Republic of Uzbekistan.

9. To the republican headquarters on control and coordination of implementation of state programs (S. I. Samadov) to establish constant control behind target allocation and expenditure of means within the project, and also each half a year to enter the relevant information in Administration of the President of the Republic of Uzbekistan.

10. To anti-corruption agency to establish constant control behind ensuring openness and publicity in the course of use of the funds raised within the project.
