About approval of Rules of development and implementation of schemes of gas supply and gasification of subjects of the Russian Federation

1. Approve the enclosed Rules of development and implementation of schemes of gas supply and gasification of subjects of the Russian Federation.

2. Recommend to public authorities of subjects of the Russian Federation within year from the date of entry into force of this resolution:

develop together with the organization - the owner of the Unified gas supply system and (or) the organizations - owners of regional gas supply systems and to approve schemes of gas supply and gasification of subjects of the Russian Federation according to the Rules approved by this resolution;

in case of determination of the main directions of perspective development of gas supply system and gas-distribution system in the subject of the Russian Federation to apply the general schemes of gas supply and gasification of subjects of the Russian Federation approved before entry into force of the Rules approved by this resolution.

3. To the Ministry of Energy of the Russian Federation till September 1, 2024 to develop and approve requirements to album of the scheme of gas supply and gasification of the subject of the Russian Federation.

Before approval of the specified requirements of the scheme of gas supply and gasification of the subject of the Russian Federation can be developed without observance of requirements of the subitem "m" of Item 3 of the Rules approved by this resolution.

4. This resolution becomes effective from the date of its official publication and 6 years are effective.

Rules of development and implementation of schemes of gas supply and gasification of subjects of the Russian Federation

1. These rules determine procedure for development of schemes of gas supply and gasification of subjects of the Russian Federation, including disclosure of project information of such schemes, their coordination and approval, and also implementation of the specified schemes.

2. The scheme of gas supply and gasification of the subject of the Russian Federation is developed by the executive body of the subject of the Russian Federation authorized by the management official of the subject of the Russian Federation (further - authorized body of the subject of the Russian Federation), together with the organization - the owner of the Unified gas supply system and (or) the organizations - owners of regional gas supply systems for the term of 20 years taking into account:

a) general scheme of development of the gas industry of the Russian Federation;

b) fuel and energy balance of the subject of the Russian Federation;

c) documents of territorial planning of the Russian Federation, two and more subjects of the Russian Federation, subject of the Russian Federation, municipalities;

d) data on the put into operation, and also projectible, under construction, constructed, but not put into operation gas supply systems in the subject of the Russian Federation;

e) programs of social and economic development of the subject of the Russian Federation;

e) general scheme of placement of power generation facilities, schemes and development programs of electric utility systems of Russia and schemes of heat supply;

g) the offers on development of gas supply systems represented at the request of authorized body of the subject of the Russian Federation in the subject of the Russian Federation of the organizations - owners of the gas supply systems entering federal gas supply system according to article 5 of the Federal law "About Gas Supply in the Russian Federation", the single operator of gasification (the regional operator of gasification), and also performing activities in the territory of appropriate subject of the Russian Federation of the gas-distributing and gas transmission organizations and suppliers of natural gas.

3. The scheme of gas supply and gasification of the subject of the Russian Federation shall contain the following Sections:

a) regional resources of hydrocarbonic raw materials for gas supply and gasification of consumers;

b) the current state of gas supply system and gas-distribution system in the subject of the Russian Federation;

c) power supply and fuel supply of the region;

d) settlement need for natural gas;

e) schemes of arrangement of objects of gas-transport system, objects of gas-distribution system and objects of liquefied natural gas and compressed natural gas (further - objects of LNG and KPG) in the territories of city districts and municipal districts with reflection of trunk gas pipelines, gas pipeline branches, gas distribution stations, objects of LNG and KPG, gas distribution networks with project pressure above MPa 0,3;

e) use of objects of LNG and KPG for gas supply and gasification of the subject of the Russian Federation, and also conversion of vehicles to gas motor fuel;

g) offers on development of gas supply system and gas-distribution system in the subject of the Russian Federation, including actions for increase in handling capacity of objects of gas-transport systems and creation of technical capability of ensuring supply of gas in the necessary and confirmed perspective amounts;

h) assessment of indicators of cost efficiency and social impact of the offered actions;

i) offers on priority and amounts of construction of facilities of gas-transport systems, objects of gas-distribution systems and objects of LNG and KPG;

j) offers on gasification, dogazifikation, dogazifikation of boiler rooms, conversion to natural gas of boiler rooms and companies of heat power complex of the subject of the Russian Federation;

k) the passport of the scheme of gas supply and gasification of the subject of the Russian Federation containing the following information and materials:

bases of development (updating);

purposes and tasks;

information about the initiator of development (updating) of the scheme of gas supply and gasification of the subject of the Russian Federation, and also about person who is carrying out development (updating) of the scheme of gas supply and gasification of the subject the Russian Federation (contractor);

date of development (updating) of the scheme of gas supply and gasification of the subject of the Russian Federation;

condition of gas supply and gasification of the subject of the Russian Federation at the time of the direction of the scheme of gas supply and gasification of the subject of the Russian Federation on coordination according to the procedure, provided by these rules;

resource base of realization (gas and oil and gas fields on which natural gas production is performed), except for information of limited access;
