About additional measures for forming of state programs of development of social and production infrastructure and the effective organization of processes of their realization

For the purpose of the timely, complete and high-quality program implementation of development of social and production infrastructure of the Republic of Uzbekistan and programs financed by budgets of the budget system, implementation to the sphere of effective mechanisms of control and modern information technologies, further increase in responsibility of project participants and the controlling departments:

1. Create in structure of central office of the Ministry of Construction and Housing and Communal Services without formation of legal entity, within the approved general number of staff of the ministry, and also due to involvement of specialists experts on contractual basis project office (further - Project office), authorized to consider the design estimates on construction and reconstruction of objects, worth over 10 billion sum (further - separate objects), prepared according to the development programs of social and production infrastructure of the Republic of Uzbekistan and programs financed by budgets of the budget system (further - state programs) and to determine it the main objectives:

consideration and coordination of the prepared design assignments for development of the design estimates of separate objects;

studying of the design estimates of separate objects regarding their efficiency and justification, functional security, and also respect for convenience and profitability in case of their operation in the future;

carrying out deep price analysis, the separate objects applied in the design estimates, the prevention of artificial overestimate of cost of construction materials and works (services);

following the results of consideration of the design estimates provision of recommendations about efficiency and justification, observance of requirements of regulations in it and rules of town planning, to ensuring functionality and convenience in operation of separate objects, optimization of estimated cost;

ensuring development of the standard project documentation of objects of the social sphere.

To the Ministry of Construction and Housing and Communal Services in ten-day time to approve Regulations on project office and procedure for the organization of its activities in accordance with the established procedure.

2. Determine that:

in 2024 the Project office considers the design estimates on construction and reconstruction of the separate objects which are in addition included in state programs worth over 10 billion sum;

coordination of design assignments, consideration of the design estimates and provision of recommendations about it are performed by Project office by means of the national information system "Transparent Construction";

The project office for consideration and coordination of design assignments levies payments in single size of basic settlement size, for provision of the recommendation for consideration and conducting examination of the design estimates - in the amount of 0,005 of percent of estimated cost of objects which are reflected in the customer's expenses;

approval of design assignments of the separate objects which are not approved with Project office is not allowed;

in case of accomplishment by Project office of the tasks assigned to it, including consideration of the design estimates, if necessary, qualified specialists of bodies of examination and other organizations can be involved;

in case of lack of the recommendation of Project office about the design estimates of separate objects their representation for examination by customers is not allowed;

The project office is granted the right to attract highly qualified foreign and domestic specialists, experts, consultants and advisers to implementation of the assigned tasks on the basis of direct agreements;

officials of Project office are responsible for timely and effective implementation of the tasks assigned to them by consideration and coordination of design assignments and provision of the recommendation on conducting examination.

3. Establish procedure according to which within state programs:

a) since January 1, 2025 in case of development of the design estimates, accomplishment of installation and construction works and acceptance of objects in operation transition on "volume" (accounting of indicators of amount and quality) construction cost evaluation method is performed;

b) since July 1, 2024 the estimated cost of objects is created on the basis of data of the electronic platform "National Qualifier of Construction Resources";

c) since October 1, 2024 the objects finished by construction are drawn up by means of the electronic platform "The State Control in Construction" of the national information system "Transparent Construction" with digitalization of process of their acceptance in operation;

d) on objects on which the detailed design and documentation attached to it are completely not developed establishment of tenders on determination of the design and survey organizations is forbidden;

e) in the national information system "Transparent Construction":

the customer without fail take place primary and allowing documentation on the objects which are subject to construction, reconstruction and capital repairs, experimental testimonies and the tender documentation, and also the relevant agreements on public procurements;

go together with agreements on construction, reconstruction and capital repairs of the data on schedules of accomplishment and financing of works on objects, their actual financing electronically;

data on types, amounts and cost of the works performed by contract organizations which are created on the basis of the electronic invoices provided to tax authorities go;

e) in the national information system "Transparent Construction":

since July 1, 2024 the auxiliary contract organizations attracted on projects with cost more than 10 billion sum in case of construction, reconstruction and repair of highways and road constructions are registered;

offers are made by offerers of tenders with their complete digitization;

Inspectorate for control in the sphere of construction and housing and communal services and Inspectorate for supervision in the sphere of transport at least once a month place pictures on current status of process of construction on the objects included in state programs.

4. Implement the following procedure for control performed by the Prosecutor General's Office and Audit Chamber within state programs:

a) by means of the national information system "Transparent Construction" system control is established for:

timely document creation concerning allocation of the parcels of land by the relevant khokimiyats and primary and allowing documentation on designing by the relevant organizations for construction objects;

conducting examination of the design estimates of construction objects at the scheduled time;

the organization and carrying out according to the legislation of tenders by determination of project and contract organizations;

timely financing of objects by customers and treasurer divisions, accomplishment of installation and construction works and commissioning of objects by contract organizations at the scheduled time;
