About measures for execution of the tasks determined within dialogue of the President of the Republic of Uzbekistan with the entrepreneurs who are engaged in cultivation, production and export of agricultural and food products

For the purpose of ensuring execution of the priority tasks determined within the current year of dialogue of the President of the Republic of Uzbekistan with the entrepreneurs who are engaged in cultivation, production and export of agricultural and food products spent on March 18 (further - agricultural products):

1. Determine that in 2024 within the Comprehensive program of continuous support of small business by commercial banks credit resources in general size to 1,5 of one trillion sum go for holding the actions connected with cultivation, storage, sorting, drying, conversion and export of high-profit and export-oriented agricultural products.

At the same time the credits at the expense of these credit resources are allocated to the subjects of entrepreneurship exporting agricultural products for current assets on revolving basis in the amount up to 1,5 of one billion sum for a period of up to 3 years, including six-months grace period, on the annual rate exceeding the main rate of the Central bank on 4 percent points.

2. To the deputy prime minister Zh. A. Hodzhayev together with Chamber of Commerce and Industry and the Agency on quarantine and protection of plants to implement application process on placement of stands of domestic production in the most profitable locations of the prestigious international exhibitions and fairs specializing in agricultural products according to appendix No. 1 * in a month, and advance 100 percent payment for these locations at the expense of the means which are actually allocated to Fund of assistance to trade.

At the same time subsidies for expenses on participation in exhibitions and fairs are allocated according to category in the Rating of stability of subjects of entrepreneurship, in particular referred to category "AAA" in the amount of 100 percent, to category "AA" - 95 percent, categories "A" - 90 percent, categories "VVV" - 85 percent, categories "VV" - 75 percent, categories "B" - 65 percent.

3. Determine that since April 1, 2024:

a) if the currency amount which did not arrive within one export contract on fruit and vegetable products does not exceed 10 percent of cost of all products shipped for export, it is not considered as overdue receivables and penalties are not applied to the subject of entrepreneurship;

b) till January 1, 2026 registration as the self-employed physical persons collecting agricultural products in махаллях and its realization to exclusively domestic export companies is allowed.

At the same time the purchase and sale agreement between the physical persons who are engaged in collection and realization of agricultural products in махаллях and the domestic export companies are drawn up on special mobile application of tax authorities.

To the Tax Committee in three-months time to start the mobile application providing execution of purchase and sale agreements of agricultural products.

4. Implement practice of provision of orders for crops of export-oriented types of cultures on 50 percent of the squares released from grain grains of cultures, to the domestic export companies (export clusters) performing organized export of products which are grown up by agricultural producers, including Dehkan farms and on personal plots of the population based on mutual agreements.

To agency on cases of youth together with the Ministry of employment and reducing poverty, the Agency of quarantine and protection of plants, Association of exporters and local khokimiyats to develop and implement in practice procedure for free training on short-term rates on practice of export and attachment of the young people who mastered foreign languages to the export companies in a month.

6. Determine Customs committee (A. Mavlonov), the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent responsible for creation until the end of the current year by one modern company for production of packaging for products, and also sorting, calibration, vacuum прекулерной and other type of packaging of products, studying and putting into operation of not used capacities in each region with involvement of experienced technologists and designers.

7. Create the Republican commission on coordination of export of agricultural and food products (further - the Republican commission) in structure according to appendix No. 2*.

Assign to the Republican commission task of the operational solution of the problematic issues arising at all stages from cultivation and procurement of export-oriented products to the conclusion of export contracts and delivery of these products to foreign consumers.

To the agency on quarantine and protection of plants (I. Ergashev), Chamber of Commerce and Industry (D. Vakhobov), to the Ministry of investments, industry and trade (L. Kudratov) in week time to start the permanent platform of dialogue with exporters by means of the Republican commission.

9. To diplomatic representations of the Republic of Uzbekistan abroad to adjust activities of commercial agents for export and realization of domestic agricultural production in the relevant states. At the same time:

12. Assign to deputy prime ministers Zh. A. Hodzhayev and D. A. Kuchkarov the personal responsibility for the effective organization of execution of this resolution.
