About measures for enhancement of system of efficiency evaluation of activities republican and local executive bodies, and also economic associations

For the purpose of ensuring timely, complete and high-quality achievement of the target indicators for 2024 determined within strategy implementation "Uzbekistan - 2030", increases in the personal responsibility and enhancement of system of efficiency evaluation of activities of heads and deputy managers republican and local executive bodies, and also economic associations in this direction:

1. Establish procedure according to which:

key performance indicators (KPI) (further - performance indicators) activities of heads and deputy managers of republican executive bodies and economic associations, "road maps" on their achievement and the program of the measures performed by them in regions affirm the Cabinet of Ministers;

performance indicators of activities of vice-chairmen of Council of Ministers of the Republic of Karakalpakstan, the deputies of hokim of areas and the city of Tashkent developed on the basis of performance indicators of activities of heads and deputy managers of republican executive bodies and economic associations, and also the program of measures by regions affirm the Cabinet of Ministers, "road maps" on their achievement - the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent;

results of achievement of performance indicators by which the electronic reporting in information systems of the Agency of statistics and other state bodies is kept are created automatically by implementation of integration of these information systems with platform;

execution of performance indicators, except for performance indicators which results are created automatically is confirmed by the organizations determined by the Cabinet of Ministers or ranking officers of the Cabinet of Ministers;

proceeding from the sum of specific weight determined on each performance indicator performance indicators if their execution constitutes less than 70 percent, are estimated as is "unsatisfactory", from 70 percent to 85 percent - is "satisfactory", from 85 percent to 100 percent - it is "good", 100 percent and more - are "excellent";

The agency of development of public service conducts monitoring of timely and high-quality entering of data on execution of performance indicators into platform, and also confirmations of their execution by selection method.

3. Determine that for the purpose of increase in the personal responsibility of heads for execution of performance indicators:

the amount of the stimulating payments to heads and deputy managers of republican executive bodies and economic associations is determined proceeding from results of assessment of their performance indicators;

concerning heads and their deputies whose results of achievement of performance indicators following the results of quarter are estimated on "poorly" the stimulating payments the next three months stop and the question of application of measures of disciplinary impact to them, except as specified non-executions of performance indicators for the reasonable reasons confirmed at Presidium of the Cabinet of Ministers is considered;

concerning heads and their deputies whose results of achievement of performance indicators following the results of year are estimated on "poorly" the question of their compliance of post is considered.

4. Recommend to Legislative house of Oliy Majlis to hear annually performance reports of performance indicators of heads and deputy managers of republican executive bodies and economic associations by each organization.

5. Determine that:

in case of efficiency evaluation of activities of heads and deputy managers of republican executive bodies and economic associations, and also deputy managers of local executive bodies the performance indicators created on platform are primary source;

the list of heads and deputy managers of republican executive bodies and economic associations which activities are estimated on the basis of performance indicators is determined by the Cabinet of Ministers;

changes according to decisions of Presidium of the Cabinet of Ministers can be made to the performance indicators established to them the specific weight and other indicators approved by decisions of the Cabinet of Ministers.

6. To the Cabinet of Ministers to approve:

a) in week time - performance indicators of activities of heads and deputy managers of republican executive bodies and economic associations, "road maps" on their achievement and the program of the measures performed by them in regions;

b) in three-months time:

types and procedure of payments of the stimulating payments performed proceeding from results of assessment of performance indicators of heads and deputy managers of republican executive bodies and economic associations, and also deputy managers of local executive bodies;

performance indicators of vice-chairmen of Council of Ministers of the Republic of Karakalpakstan, deputies of hokim of areas and city of Tashkent.

7. To the ministry of digital technologies together with the Agency of development of public service, the interested ministries and departments in a month proceeding from requirements of this Decree to enhance platform and to carry out its integration with the corresponding information systems by fund of support of development of public service.

To the ministry of digital technologies together with the Agency of statistics, the Agency of development of public service interested in the ministries and departments in three-months time to approve the plan of measures for step-by-step digitalization of performance indicators, the electronic reporting under which is not kept, until the end of 2025.

8. To the agency of development of public service:

in a month to organize in Academy of public administration short-term training courses on bases of efficiency evaluation of activities of heads and deputy managers republican and local executive bodies, and also economic associations;
