1. Bank clerks of Russia, financial representatives in spheres of financial services and the head of service of ensuring activities of the financial representative shall report about emergence of personal interest in case of execution of job responsibilities which brings or can lead to conflict of interest (further - personal interest) and to take measures for non-admission of any possibility of conflict of interest.

2. The message on emergence of personal interest is drawn up by persons specified in Item of 1 this Instruction, in writing in the form of the notification on emergence of personal interest (further - the notification). The recommended sample of the notification is given in appendix 1 to this Instruction.

3. Bank clerks of Russia draw up the notification addressed to the official of the Bank of Russia who in the procedure established in the Bank of Russia is granted the right of the conclusion, change and termination of the employment contract with these bank clerks of Russia (further - the representative of employer).

Financial representatives in spheres of financial services and the head of service of ensuring activities of the financial representative draw up the notification addressed to the Chairman of the Bank of Russia.

Notifications are represented:

financial representatives in spheres of financial services, the head of service of ensuring activities of the financial representative, bank clerks of Russia appointed to positions by the Chairman of the Bank of Russia, the director of the department of personnel policy, the deputy director of Department of personnel policy, and also employees of Economic and operational management of the Bank of Russia, Autocompany of the Bank of Russia, Multi-profile medical center of the Bank of Russia, Plant of public catering of the Bank of Russia - in Department of personnel policy;

employees of territorial offices of the Bank of Russia, field organizations of the Bank of Russia and other divisions of the Bank of Russia (except for the workers specified in paragraph four of this Item) - in divisions on work with personnel of territorial offices of the Bank of Russia, field organizations of the Bank of Russia and other divisions of the Bank of Russia respectively, and in case of their absence - to the worker to whose duties work with personnel belongs;

financial representatives in spheres of financial services, the head of service of ensuring activities of the financial representative, bank clerks of Russia appointed to positions by the Chairman of the Bank of Russia, the director of the department of personnel policy, the deputy director of Department of personnel policy, the chief of GU of the Bank of Russia across Central Federal District and also employees of Economic and operational management of the Bank of Russia, Autocompany of the Bank of Russia, Multi-profile medical center of the Bank of Russia, Plant of public catering of the Bank of Russia - in Department of personnel policy;

employees of territorial offices of the Bank of Russia, field organizations of the Bank of Russia and other divisions of the Bank of Russia (except for the employees of territorial offices of the Bank of Russia and other divisions of the Bank of Russia specified in paragraph six of this Item) - in divisions on work with personnel of territorial offices of the Bank of Russia, field organizations of the Bank of Russia and other divisions of the Bank of Russia respectively, and in case of their absence - to the worker to whose duties work with personnel belongs.

4. Persons specified in Item of 1 this Instruction shall report about emergence of personal interest as soon as they knows of it, and in the absence of such opportunity - no later than the working day following behind day of elimination of the reason for which there was no opportunity to report about emergence of personal interest.

The chairman of the Bank of Russia, and also bank clerks of Russia, replacement positions of board members of the Bank of Russia, the first deputy (deputy) Chairman of the Bank of Russia, the secretary of state - the vice-chairman of the Bank of Russia, report about the emergence of personal interest according to the procedure provided by Regulations on procedure for the message persons replacing separate state positions of the Russian Federation, position of the Federal State Service and other persons about emergence of personal interest in case of execution of job responsibilities which brings or can lead to conflict of interest, the approved Presidential decree of the Russian Federation of December 22, 2015 No. 650.

6. Financial representatives in spheres of financial services and the head of service of ensuring activities of the financial representative represent the notification the registered mail marked "Personally" or the different way providing confidentiality of the transmitted data (further - different way of delivery).

Bank clerks of Russia represent the notification personally, with use of System of automation of document flow and clerical work of the Bank of Russia (further - SADD BR), the registered mail marked "Personally" or different way of delivery.

7. In case of submission of the notification personally day of representation day of its obtaining responsible for registration of the notification by the employee of Department of personnel policy, division for work with personnel, the specialist to whose duties work with personnel belongs (further - the authorized worker) is considered.

In case of the direction of the notification with use by SADD BR, the registered mail or different way of delivery day of the direction of the notification is day of its representation.
