1. Approve the enclosed Rules of forming and maintaining the State register of grades and hybrids of the agricultural plants allowed to use and also providing data from it.

2. To the Ministry of Agriculture of the Russian Federation till September 1, 2024:

a) provide technical readiness of the Federal state information system in the field of seed farming of agricultural plants to order taking for introduction of data on grades and hybrids of agricultural plants in the State register of grades and hybrids of the agricultural plants allowed to use and carrying out testing of grades and hybrids of agricultural plants on hozyaystvenno useful signs and (or) properties of agricultural plants (further - the State register), requests for modification of the data containing in the State register, requests for exception of data of the State register, the statement for providing the statement from the State register arriving from the federal state information system "Single Portal of the State and Municipal Services (Functions)" and also to acceptance of questionnaires of grade or hybrid of agricultural plant and descriptions of grade or hybrid of agricultural plant;

b) perform together with the Ministry of digital development, communication and mass communications of the Russian Federation development and placement in the federal state information system "Single Portal of the State and Municipal Services (Functions)" of interactive forms of requests and statements which are specified in the subitem "an" of this Item, in the procedure established by the legislation of the Russian Federation.

3. Sources of financing of realization of the powers provided by this resolution are the budgetary appropriations provided in the federal budget to the Ministry of Agriculture of the Russian Federation and listed to federal state budgetary institution "State Commission of the Russian Federation on Testing and Protection of Selection Achievements" for realization of the powers provided by this resolution.

The realization of the powers provided by this resolution will be enabled by the Ministry of Agriculture of the Russian Federation within the number of employees of the Ministry, and also budgetary appropriations provided to the Ministry in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

4. Determine that:

b) the testing of grades and hybrids of agricultural plants for the purpose of entering of information about them into the State register which are carried out before entry into force of this resolution are subject to completion by federal state budgetary institution "State Commission of the Russian Federation on Testing and Protection of Selection Achievements".

5. The federal state budgetary institution "State Commission of the Russian Federation on Testing and Protection of Selection Achievements" provides entering into the State register of data on grades or hybrids of the agricultural plants provided by subitems "a" - "z" item 4 of the Rules approved by this resolution by which applications are submitted for entering into the Register of the selection achievements allowed to use and by which testing are carried out (were carried out, but decisions on them are not made) before entry into force of this resolution.
