About creation of the free economic zone Uzbekistan-Turkmenistan

For the purpose of development of the foreign trade infrastructure, increase in the export potential, creating favorable conditions for foreign buyers and domestic exporters:

1. Agree with offers of the Cabinet of Ministers, Ministry of investments, the industry and trade, the Ministry of Agriculture, Ministry of Economics and finance and khokimiyat of the Khorezm region:

about transfer of the irrigated parcel of land by Ploshchad 3,1 of hectare in Shavatsky district of the Khorezm region from category of lands of agricultural purpose in category of lands of the industry, transport, communication, defense and other appointment according to appendix;

about creation of the free economic zone Uzbekistan-Turkmenistan (further - trade zone) for the organization on this parcel of land Ploshchad 3,1 of hectare of infrastructure for storage, selection, sales of goods, transport and other modern services;

about determination of term of functioning of trade zone of 30 years with possibility of its subsequent prolongation.

2. Assign management function by activities of trade zone to the State unitary enterprise "Directorate of the free economic zone Hazarasp (further - Directorate).

For the purpose of implementation of the works connected with the organization of trade zone and establishing its activities to form the headquarters under the leadership of the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

3. Determine that:

a) in trade zone:

on the basis of modern technologies rendering services in acceptance, storage and selection of products is performed;

on the basis of "single window" and interactive mechanisms for clients banking services and currency exchange, mobile communication, medical and hotel services, services of maintenance of vehicles and others with carrying out studying of the available infrastructure and opportunities of customs, tax services, certified, phytosanitary, veterinary and transport services will be organized;

trade in products made only in the Republic of Uzbekistan and the Republic Turkmenistan will be organized;

the customs regime "free customs zone" with the right of implementation of retail trading activities is effective;

the citizens of the foreign states and stateless persons which are in the territory of the Republic of Uzbekistan pass through separate check-point based on travel documents, their return return is allowed only through the same check-point;

persons, vehicles and loads move freely;

b) in trade zone:

products are imported without customs payment and application of measures of economic policy;

products are placed participants of trade zone by registration of customs regime "free customs zone";

products are imported or exported by legal entities and physical persons according to the requirements determined in acts of the legislation of the Republic of Uzbekistan;

for citizens of Turkmenistan and foreign citizens arriving through this state opportunity for entrance through special check-point in visa-free regime based on the document confirming the personality, their stay in its territory within 15 days and departure through the same check-point is created;

c) Directorate together with khokimiyat of the Khorezm region lease buildings and constructions in trade zone to subjects of entrepreneurship on the basis of electronic online biddings.

4. Determine that in connection with change of category of lands of agricultural purpose based on this resolution compensation payments on compensation of losses of agricultural and forestry and landscape production are not levied.

5. And the Ministry of Agriculture for the purpose of the prevention of reducing the parcels of land of agricultural purpose till July 1, 2024 to provide to khokimiyat of the Khorezm region together with the Agency according to the inventory respectively development of new lands by the square equal to the fivefold size of the area of the irrigated parcels of land which category of land fund changes based on this resolution, and also their transfer in category of the irrigated lands.

6. To the ministry of investments, industry and trade to allocate Directorates necessary funds for development of the master plan of trade zone and the design estimates of the objects placed on it, and also financing of all expenses connected with construction at the expense of Fund of support of export for the term of 10 years with grace period 3 years.

At the same time the funds allocated at the expense of Fund of support of export return for the transfer account to lease and realization of objects in trade zone, and also additional sources of the local budget of the Khorezm region.

7. To committee on highways, JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot, JSC Uzbektelekom, JSC Uzsuvtajminot together with khokimiyat of the Khorezm region on the basis of the approved list of the objects which are subject to providing with engineering and communication and road infrastructure till May 1, 2024 to develop the project documentation of the objects started in the territory of trade zone and to complete its approval in accordance with the established procedure.

8. In a month to provide to directorate and khokimiyat of the Khorezm region together with the Ministry of Construction and Housing and Communal Services development of the master plan of trade zone and in two-month time - development of the design estimates of the objects placed in trade zone. At the same time:

determine Service of the Single Customer engineering company under khokimiyat of the Khorezm region the customer of development of the master plan of trade zone and the design estimates of the buildings and constructions which are under construction in it, and also their constructions;

determine the project organization and contract organization for development of the master plan and design estimates of buildings under construction and constructions in accordance with the established procedure based on the competitive (tender) biddings.

9. To khokimiyat of the Khorezm region together with the Ministry of Economics and finance, the Ministry of investments, industry and trade, the Ministry of digital technologies, Committee on highways, JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot and JSC Uzsuvtajminot to create address programs of the objects of trade zone which are subject to providing with engineering and communication and road infrastructure in 2024-2025 on the basis of the approved master plan of trade zone in a month and to bring them in the Cabinet of Ministers for approval. financing of construction works of external engineering and communication networks of trade zone is performed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";
