For the purpose of enhancement of system of local self-government within realization of the main directions of the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2026" of October 12, 2021 No. 435, according to article 23 of the Law of the Kyrgyz Republic "About local public administration and local government bodies" articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) the Development program of local self-government of the Kyrgyz Republic for 2024-2028 (further - the Program) according to appendix 1;

2) the Action plan on program implementation of development of local self-government of the Kyrgyz Republic for 2024-2028 (further - the Action plan) according to appendix 2.

2. To the ministries, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations and local government bodies of the Kyrgyz Republic (in coordination):

1) to take necessary measures for program implementation and the Action plan;

2) in two-month time to develop and approve departmental implementation plans of the Program and the Action plan;

3) implementation of actions of the Program and Action plan to perform within approved budgets for the corresponding year, and also at the expense of other sources which are not contradicting the legislation of the Kyrgyz Republic;

4) following the results of half-year, no later than the 15th following the accounting period to represent to the State agency on cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic information on the course of program implementation and the Action plan.

3. Confer the personal responsibility for high-quality and timely accomplishment of actions of the Program and Action plan on heads of the ministries and administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, heads of local public administrations and local government bodies of the Kyrgyz Republic.

4. To the state agency on cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic:

1) following the results of half-year, no later than the 25th following the accounting period to provide the summarized information on the course of program implementation and the Action plan in Administration of the President of the Kyrgyz Republic;

2) together with plenipotentiaries of the President of the Kyrgyz Republic in areas and local public administrations to wage broad explanatory and information campaign about the purposes and tasks of the adopted Program.

5. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About the Development program of local self-government of the Kyrgyz Republic for 2018-2023" of October 31, 2018 No. 513;

2) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Development program of local self-government of the Kyrgyz Republic for 2018-2023" of October 31, 2018 No. 513" of June 29, 2020 No. 366.

6. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

7. This resolution becomes effective after ten days from the date of official publication.
