Rules of recognition of physical person by the artist-jeweler

1. These rules establish procedure for recognition by the commission of federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" (further respectively - the commission, Gokhran of Russia) physical person the artist-jeweler which conforms to requirements, stipulated in Item the 6th article 10 of the Federal law "About Precious Metals and Gemstones".

The decision on recognition of physical person by the artist-jeweler (the direction of minutes abstract of commission session in Federal assay chamber according to Item 14 of these rules) is accepted by the commission in time, not exceeding 7 working days from the date of receipt of the statement by the commission which is created by the physical person applying for receipt of the status of the artist-jeweler (further - the applicant), in the federal state information system "Single Portal of the State and Municipal Services (Functions)" or in the state integrated information system in the sphere of control of turnover of precious metals, gemstones and products of them at all stages of this turnover and goes to Federal assay chamber. The statement shall contain data, stipulated in Item 6(1) Rules of conducting special accounting of the legal entities, individual entrepreneurs and artists-jewelers performing transactions with precious metals and gemstones, approved by the order of the Government of the Russian Federation of October 1, 2015 No. 1052 "About conducting special accounting of the legal entities, individual entrepreneurs and artists-jewelers performing transactions with precious metals and gemstones".

c) have at least 3 products which underwent approbation and branding the state assay brand are made by the applicant with use of the technology of execution including manual work at fabrication stages and art processing of product have the original author's idea and high professional, art and technological level of execution and in which the artistic design is realized.

5. The statement specified in Item 3 of these rules shall contain the information characterizing professional and creative activity of the applicant and confirming experience of the practical work connected with jewelry activities (about participation in exhibitions, tenders and reviews, about availability of publications in catalogs and special editions), and also the description at least 3 products made by the applicant, their images in color from the "front" party without foreign objects (at the request of the applicant images from other foreshortenings can be provided) in the digital PNG format, against the background of one color, with the resolution at least 300 dpi, up to 10 MB in size (no more than 3 photos of one product) which will be submitted for consideration to the commission.
