1. Approve Regulations on procedure for submission of the statistical reporting electronically, according to appendix.

2. Consider invalid:

the resolution of the State committee of the Republic of Uzbekistan according to the statistics of June 24, 2013 No. 3 of MB "About approval of the Regulations on procedure for submission of the state statistical reporting electronically with use of the digital signature" (reg. No. 2479 of July 17, 2013) (Collection of the legislation of the Republic of Uzbekistan, 2013, No. 29, the Art. 380);

the resolution of the State committee of the Republic of Uzbekistan according to the statistics of September 26, 2018 No. 5 of MB "About modification of Item 1 of the Regulations on procedure for submission of the state statistical reporting electronically with use of the digital signature" (reg. No. 2479-1 of October 8, 2018) (The national database of the legislation of the Republic of Uzbekistan, 09.10.2018, No. 10/18/2479-1/2008).

3. This resolution becomes effective from the date of its official publication.

Regulations on procedure for submission of the statistical reporting electronically

This Provision according to the laws of the Republic of Uzbekistan "About official statistics", "About the digital signature" and "About electronic document management" determines procedure for submission of the statistical reporting electronically (further - the statistical reporting) by means of the Internet with use of the digital signature.

Chapter 1. General provisions

1. In this Provision the following basic concepts are used:

the statistical reporting - the statistical data created by respondents based on primary data and represented on free basis according to the form, procedure and terms approved by the Agency of statistics in case of the President of the Republic of Uzbekistan (further - the Agency of statistics);

the respondent - the physical person or legal entity representing to producers of official statistics individual and other data in the statistical purposes;

information system of collection of the statistical reporting electronically (further - information system) - the information system providing representation and processing of the statistical reporting electronically by means of the Internet with use of the digital signature;

electronic sample - the electronic form of the statistic report showing part of information system, containing measure description, parts of check of primary statistical data, necessary normative and information data;

the digital signature - the signature in the electronic document received as a result of special transformations of information of the furnished electronic document with use of the closed clue of the digital signature and allowing to establish by means of open key of the digital signature lack of misstatement of information in the electronic document and to identify the owner of the closed key of the digital signature;

the electronic document - the information fixed electronically, confirmed with the digital signature and having other details of the electronic document allowing to identify it;

the notification on receipt of the statistical reporting (further - the Notification) - the message automatically created by information system, containing data on receipt date of the statistical reporting in information system and the term of the notification of the respondent about result of its consideration by body of statistics;

the instruction about violation of procedure for submission of the statistical reporting (further - the Instruction) - the message automatically created by information system, containing the data on remedial action term in case of identification of the facts of violation of procedure for submission of the statistical reporting, misstatement of reporting data or violation of term of submission of the reporting expressed in non-presentation of the reporting and other data;

the certificate of adoption of the statistical reporting (further - the Reference) - the electronic message sent to the respondent, confirmatory adoption of the statistical reporting by body of statistics, with indication of date and surname of the accepted employee, signed by its digital signature;

the processing period - the period established by the Agency of statistics for the analysis and generalization of the provided statistical reporting. The period of processing shall not exceed the term of distribution of the relevant aggregated statistical data established by the annual program of statistical works approved by the Cabinet of Ministers of the Republic of Uzbekistan.

2. The statistical reporting is submitted the following respondents:

the respondents performing activities (except idle which are not performing activities and transferred to category);

newly created respondents - for the first time, since the next established period of the statistical reporting;

respondents whose activities are stopped, - in case of the termination of the activities for the accounting period of implementation of activities.

3. Reclamation of statistics of submission of the statistical reporting by bodies for the period, exceeding established is not allowed.

4. The statistical reporting is electronically equated to the paper document and has legal force, identical with it, and also is subject to storage in electronic archive in accordance with the established procedure.

The storage duration of the statistical reporting electronically shall not be less than the term established for storage of the statistical reporting in paper form.
