About approval of the Regulations on the rating control system and estimates of knowledge of students in the highest educational institutions

(as amended on 24-06-2022)

1. Approve Regulations on the rating control system and estimates of knowledge of students in the highest educational institutions, according to appendix.

2. This order becomes effective since September 3, 2009.

Regulations on the rating control system and estimates of knowledge of students in the highest educational institutions

This Provision regulates the rating control system and estimates of knowledge of students in the highest educational institutions.

According to the legislation the relevant highest educational institution in coordination with the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan features of control and assessment of knowledge of students in the highest educational institutions which educational process is based on modular system can be established.

I. General provisions

1. The purpose of the rating control system and assessment of knowledge of students consists in achievement of preparation of competitive personnel by quality management of education, the prevention of emergence of gaps in progress of students in objects, their identification and elimination.

2. The main objectives of rating system are:

a) control and the analysis of level of forming of the corresponding knowledge, skills and abilities at students according to the State educational standards;

b) realization of the basic principles of assessment of knowledge, skills and abilities of students: basing on the State educational standards, the accuracy, truthfulness, reliability and providing assessment in convenient form;

c) organization and analysis of systematic and timely assimilation of objects by students;

d) development in students of skills of independent work, organization of effective use of sources of information resources;

e) objective and fair assessment of knowledge of students and timely announcement of its results;

e) ensuring complex and continuous training of students in objects;

g) creation of conditions for computerization of organizational works of educational process.

3. Assessment of knowledge of students in objects during semester is performed on the basis of schedules of rating control and evaluation criteria.

II. Types of control and procedure for its implementation

4. Control types, procedure for their carrying out and criteria are discussed and affirm on educational and methodical council of the highest educational institution (faculty) on the proposal of the head of the department, and also are specified together with types of occupations in the working training program of each subject.

5. Data on schedules of rating control, types, forms, the number of control and the maximum point determined for each type of control and also on lowest passing scores of the current and intermediate control appear to students on the first class in subject.

6. For ensuring compliance of level of knowledge and progress of students to the State educational standards carrying out the following types of control is provided:

the current control - method of determination and assessment of level of knowledge and practical skills of the student of subjects of objects. Proceeding from specifics of subject the current control can be carried out at seminars, laboratory and practical training in the form of oral poll, testing, interview, examination, colloquium, check of homework, etc.;

intermediate control - method of determination and assessment of level of knowledge and practical skills of the student after the termination of appropriate section of the training program (including several subjects of subject) during semester. Quantity (it shall not be carried out more than two times for one semester) and form (written, oral, testing, etc.) intermediate control are determined proceeding from amount of the general hours allotted on subject;

final control - evaluation method of level of assimilation by students of theoretical knowledge and practical skills in certain subject. Final control is generally carried out in the form of the written work based on basic concepts and expressions (for the highest medical educational institutions - written work or SOCT (the systematized objective clinical testing).

Proceeding from specifics of some objects of the directions of education and specialties final control on no more than 40% to objects of the solution of the Academic council or council of the highest educational institution can be carried out in other forms (orally, testing, etc.).

6-1. For the purpose of ensuring objectivity when carrying out types of control of the information about students can be ciphered by assignment of identification code by the highest educational institution to their examinations.

7. Process of carrying out intermediate control is periodically studied with the assistance of the commission created by the head of the department and in case of violation of procedure for its carrying out results of intermediate control are cancelled and intermediate control is carried out again.

8. Process of carrying out final control is periodically studied by the commission created under the direction of department of internal control and monitoring or educational and methodical management according to the order of the head of the highest educational institution and in case of violation of procedure for its carrying out results of final control are cancelled and final control is carried out again.

9. Upon termination of academic year by results of rating control the decision on transfer of students into the following rate is in accordance with the established procedure made.

III. Procedure and evaluation criteria

10. Level of progress of the student in each subject is reflected in points on the basis of the rating control system of level of knowledge, skills and abilities of students.

11. Progress of the student in each subject during semester is estimated by integers on 100-mark system.

100 points are distributed by control types as follows:

final control - 30 points;

the current and intermediate control - 70 points (proceeding from specifics of subject of 85 points are distributed by department on the current and intermediate control).

At the Tashkent state legal university rating points by types of control are distributed as follows:

the current control - 30 points;

intermediate control - 20 points;

final control - 50 points.
