About hydrometeorological activities
This Law determines legal, economic and organizational bases of hydrometeorological activities and is aimed at providing public authorities, legal entities and physical persons with hydrometeorological information.
1. The basic concepts used in this Law:
1) hydrometeorology – the complex of sciences about the hydrosphere and the atmosphere of Earth including hydrology and meteorology;
2) hydrology – the science studying natural waters, their interaction with the atmosphere and lithosphere and also the phenomena and processes happening in waters;
3) meteorology – scientific and applied knowledge domain about structure and properties of the atmosphere of Earth and the physical and chemical processes happening in it;
4) aviameteorology – the applied Section of meteorology which is engaged in ensuring unity of measurements of aircraft and the meteorological observation directed to improvement of quality of the carried-out works and services, safety of flights;
5) hydrometeorological activities – system of the complex actions directed to creation, the analysis, distribution, storage and use of forecasts as a result of carrying out observations and monitorings, data collection, their processing, the analysis for receipt of information on state of environment, the natural phenomena;
6) hydrometeorological observations – tool measurements and visual observations of the hydrometeorological phenomena and sizes for the purpose of assessment and the forecast of meteorological, hydrological, agrometeorological and climatic characteristics and all indicators of separate components of the environment and their parameters;
7) system of hydrometeorological observations – the complex of stationary hydrometeorological observation posts and mobile hydrometeorological observation posts including the stations and the observation posts of system of hydrometeorological observations intended for observation of the physical processes happening in the environment, determinations of their features on meteorology, climate, hydrology, heliogeophysics, agricultural meteorology;
8) stationary Items of hydrometeorological observations (further – stations and the observation posts of system of hydrometeorological observations) – specially intended place on the parcel of land, water object, in the building, construction and design, equipped with special devices and the equipment for obtaining, processing and issue of hydrometeorological information;
9) the mobile unit of hydrometeorological observations – the vehicles or other designs equipped with the special devices and the equipments intended for implementation of hydrometeorological observation;
10) hydrometeorological information – the primary data collected as a result of hydrometeorological observations, generalized as a result of their processing and the analysis and also the actual and prognostic data intended for distribution, temporary or permanent storage, use;
11) hydrometeorological information of general purpose – the hydrometeorological data donated to users of hydrometeorological information through mass media and digital system for all-target use;
12) specialized hydrometeorological information – the hydrometeorological data transferred at the request of users of hydrometeorological information at the expense of their means;
13) emergency hydrometeorological information – instantly transferred hydrometeorological information on urgent, early preventions of strong storms and (or) messages on them, and also the actual and prognostic strong changes of condition of weather which can do harm to life or health of the population, the environment and property;
14) producers of hydrometeorological information – The hydrometeorological service of the Ministry of environmental protection of Turkmenistan, its local authorities and legal entities of Turkmenistan performing production of hydrometeorological information as a result of carrying out hydrometeorological observations;
15) the hydrometeorological phenomenon – type of the processes happening in the atmosphere on the Earth's surface and in land waters;
16) the dangerous hydrometeorological phenomenon – the dangerous phenomenon which in character (high level, duration) can do essential harm to life and (or) health of the population, and also the environment and property.
2. Other concepts are determined in the relevant articles of this Law.
The legislation of Turkmenistan on hydrometeorological activities is based on the Constitution of Turkmenistan, consists of this Law and other regulatory legal acts of Turkmenistan governing the relations in the field of hydrometeorological activities.
The basic principles of hydrometeorological activities are:
1) globality, complexity, systemacity and continuity of hydrometeorological observations;
2) integrity of generalization, creation, temporary or permanent storage and use of forecasts for the territories of Turkmenistan as a result of carrying out hydrometeorological observations, collection, processing, the analysis of hydrometeorological information by means of evidence-based technologies;
3) coordinating of hydrometeorological activities according to activities of the World Meteorological Organization;
4) availability, reliability, completeness and efficiency of use of hydrometeorological information on the actual and predicted condition of separate components of the environment.

1) production of hydrometeorological information;
2) active influence on hydrological, meteorological and other geophysical processes.
2. Production of hydrometeorological information includes the following:
1) carrying out hydrometeorological observations;
2) processing of the primary data collected as a result of hydrometeorological observations and generalization, creation of forecasts as a result of their analysis, and also transfer of hydrometeorological information to users, temporary or permanent storage and reuse (except for the hydrometeorological information obtained from the press through mass media, producers of hydrometeorological inofrmation).
1. Climatic, hydrological and weather conditions, changes of separate components of the environment as a result of natural and anthropogenous impacts, certain regions and systems are objects of hydrometeorological activities.
2. The ministry of environmental protection of Turkmenistan (further – authorized body) and its Hydrometeorological service (further – Service), local authorities of Service, legal entities and physical persons are subjects of hydrometeorological activities.
