1. Determine that the Ministry of Agriculture of the Russian Federation is the authorized body of the Russian Federation performing issue of confirmation about reference of imported goods to the goods specified in subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 to No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" (further - the decision of the Commission of the Customs union), concerning separate types of meat of cattle refrigerated (codes 0202 30 100 4, 0202 30 100 8, 0202 30 500 4, 0202 30 500 8, 0202 30 900 4 and 0202 30 900 8 CN FEA EEU), held for use in production of meat products (further - beef concerning which the tariff privilege is provided).

2. Determine that for the purposes of realization of the tariff privilege in the form of exemption of the import customs duty provided by subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union the legal entities and (or) individual entrepreneurs registered in the territory of the Russian Federation whose core activity corresponds to the following industries (types of activity) treat producers of meat products:

a) production from meat of lethal animals and fowl (code 10.13 OKVED2);

b) production of meat products for baby food, including from fowl (the OKVED2) code 10.86.3.

3. Approve enclosed:

Rules for apportionment of amount of separate types of meat of cattle refrigerated concerning which the tariff privilege provided by the paragraph the sixth subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" is provided;

Rules for apportionment of amount of separate types of meat of cattle refrigerated concerning which the tariff privilege provided by the paragraph third subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" is provided;

Rules of issue of the confirmation specified in Item 1 of the order of the Government of the Russian Federation of December 21, 2023 to No. 2207 "About measures for implementation of subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" concerning separate types of meat of cattle refrigerated".

4. To the Federal Customs Service from the date of entry into force of this resolution to submit within 2-day term within the Ministry of Economic Development of the Russian Federation and the Ministry of Agriculture of the Russian Federation the list of the participants of foreign trade activity importing into the Russian Federation the meat of cattle refrigerated (0202 CN FEA EEU classified in goods item), from November 1, 2020 to October 31, 2023 (inclusive) and from November 1, 2022 to October 31, 2023 (inclusive) according to customs procedure of release for internal consumption, except for meat of cattle, the events and the Commonwealth of Independent States imported from the State Parties.

5. To the Ministry of Economic Development of the Russian Federation:

a) in 5-day time from the date of entry into force of this resolution to distribute amounts of beef concerning which the tariff privilege is provided between participants of foreign trade activity, calculated according to the Rules for apportionment of amount of separate types of meat of cattle refrigerated concerning which the tariff privilege provided by the paragraph the sixth subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" is provided, approved by this resolution;

b) from the date of entry into force of this resolution to submit within 8-day term within the Ministry of Agriculture of the Russian Federation and to post on the official site of the Ministry of Economic Development of the Russian Federation on the Internet data on the amounts of beef distributed according to the subitem "an" of this Item between participants of foreign trade activity concerning which the tariff privilege is provided.

6. To the Ministry of Agriculture of the Russian Federation:

a) till January 22, 2024 to distribute between participants of foreign trade activity amounts of meat of cattle concerning which the tariff privilege provided by the paragraph third subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union according to Rules for apportionment of amount of separate types of meat of cattle refrigerated concerning which the tariff privilege provided by the paragraph third subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" is provided is provided, approved by this resolution;

b) in 3-day time from the date of the end of the distribution specified in the subitem "an" of this Item to post on the official site the Ministries of Agriculture of the Russian Federation on the Internet data on the amounts of meat of cattle distributed according to the subitem "an" of this Item between participants of foreign trade activity concerning which the tariff privilege provided by the paragraph third subitem 7.1.61 of Item 7 of the decision of the Commission of the Customs union is provided;
