About additional social guarantees to separate categories of persons

For the purpose of provision of additional measures of social support to faces of civil personnel of the Armed Forces of the Russian Federation, to the federal government civil servant and workers of federal executive bodies (federal state bodies) in whom the Federal Law provides military service of law-enforcement bodies of the Russian Federation, organizations and bodies of criminal executive system of the Russian Federation, bodies of forced execution of the Russian Federation, bodies of federal courier communication, customs authorities of the Russian Federation, the organizations of the Federal Customs Service and to members of their families I decide:

1. Determine that:

a) in case of death (death) of faces of civil personnel of the Armed Forces of the Russian Federation, federal government civil servants and workers of federal executive bodies (federal state bodies) in which the Federal Law provides military service, the law-enforcement bodies of the Russian Federation, organizations and bodies of criminal executive system of the Russian Federation, bodies of forced execution of the Russian Federation, bodies of federal courier communication, customs authorities of the Russian Federation and the organizations of the Federal Customs Service which were since February 24, 2022 directly involved in ensuring accomplishment of tasks during the special military operation in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region, Kherson region and Ukraine or in the territories of the subjects of the Russian Federation adjacent to areas of holding special military operation or the special tasks which were directly involved in ensuring accomplishment since September 30, 2015 in the territory of the Syrian Arab Republic (further - workers), or the death of workers before the expiration of one year from the date of their dismissal from the service (the termination of the employment contract) which came owing to mutilation (wound, injury, contusion) or the diseases got by them when ensuring accomplishment of the specified tasks lump sum payment in the amount of 5 million rubles in equal shares to the following persons is performed: to the spouse (spouse) consisting (consisting) on the date of death (death) in the registered scrap with the died (dead), parents of the died (dead), minor children of the died (dead), children 18 years, become disabled people before achievement of age by them 18 years, to the children aged up to 23 years studying in the educational organizations for full-time courses, the faces which were dependent on the died (dead), to persons recognized actually bringing up and containing the died (dead) within at least five years before achievement of age of majority by it are more senior. In the absence of specified persons lump sum payment is performed in equal shares to full age children of the died (dead) or in case of absence of full age children to full and not full brothers and sisters of the died (dead). At the same time the lump sum payment performed according to the subitem "b" of this Item is considered;

b) to the workers who sustained injuries (wound, injury, contusion) when ensuring accomplishment of the tasks provided by the subitem "an" of this Item lump sum payment at the rate to 3 million rubles is performed. The specific amount of lump sum payment depending on severity of mutilation (wound, injury, contusion) is determined by the Government of the Russian Federation. If the mutilation (wound, injury, contusion) entailed disability approach, lump sum payment in the amount of 4 million rubles taking into account the lump sum payment made in case of receipt of this mutilation is performed (wounds, injuries, contusions).

2. Receipt of the lump sum payments established by this Decree is not considered in case of determination of the right to other payments and by provision of measures of social support, stipulated by the legislation the Russian Federation and the legislation of subjects of the Russian Federation.

3. When implementing the payments established by the Presidential decree of the Russian Federation of December 29, 2022 No. 972 "About additional social guarantees to the persons sent (sent) in the territory of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region, the Kherson region, and members of their families" or the Presidential decree of the Russian Federation of July 14, 2023 to No. 518 "About additional social guarantees to persons performing works in the territories of certain subjects of the Russian Federation and members of their families" the additional measures of social support provided by this Decree are not provided.

4. To provide to the government of the Russian Federation financing of the expenses connected with implementation of this Decree.

5. To federal executive bodies (federal state bodies) in which the Federal Law provides military service, the Ministry of Internal Affairs of the Russian Federation, Federal Penitentiary Service, Federal Bailiff Service, the State Courier Service of the Russian Federation, the Federal Customs Service to determine procedure and conditions of appointment and implementation of the lump sum payments established by this Decree.

6. This Decree becomes effective from the date of its signing.
