RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of realization of pilot project on prosthetic dentistry of separate categories of persons protecting independence, sovereignty and territorial integrity of Ukraine
(Extraction)

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of Health concerning realization in 2024 of pilot project on prosthetic dentistry of separate categories of persons protecting independence, sovereignty and territorial integrity of Ukraine (further - pilot project).

2. Determine that participants of pilot project are healthcare institutions of all patterns of ownership which obtained the license for implementation of economic activity on medical practice and signed with National service of health the agreement on medical attendance on prosthetic dentistry of separate categories of persons protecting independence, sovereignty and territorial integrity of Ukraine (further - the agreement).

3. Approve the Procedure for use of the means provided in the Government budget for realization in 2024 of pilot project on prosthetic dentistry of separate categories of persons protecting independence, sovereignty and territorial integrity of Ukraine which is applied.

4. Determine that:

in case of realization of pilot project provision of medical services in prosthetic dentistry by participants of pilot project is performed at the expense of means of the government budget based on agreements, except services which financing is performed at the expense of means of other programs of the government budget and local budgets, and also other sources which are not forbidden by the legislation;

for all participants of pilot project who signed the agreement are obligatory registration in electronic health care system and introduction of medical records in electronic health care system according to the procedure for functioning of electronic health care system approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 411 "Some questions of electronic health care system" (The Official Bulletin of Ukraine, 2018, No. 46, the Art. 1604);

participants of pilot project provide introduction of data concerning persons determined by Item 6 of the Procedure approved by this resolution without specifying of preferential category in electronic health care system;

The national service of health signs contracts for up to December 1, 2024 with participants of pilot project with use of information system of National service of health;

the cost of medical services in prosthetic dentistry for participants of pilot project is determined according to the rate and adjusting factors determined according to the procedure, approved by this resolution.

Payment of such medical services is performed based on reports on the provided medical services in the agreement entered by participants of pilot project into electronic health care system.

5. Bring in resolutions of the Cabinet of Ministers of Ukraine of September 17, 1996 No. 1138 "About approval of the list paid the ambassador which are provided in the state and municipal healthcare institutions and the highest medical educational institutions" (ZP of Ukraine, 1996, No. 18, to Art. 501; Official Bulletin of Ukraine, 2016, No. 77, Art. 2567; 2002, No. 29, Art. 1374; 2021, No. 4, the Art. 211) and of December 27, 2017 No. 1101 "About formation of national service of health of Ukraine" (The Official Bulletin of Ukraine, 2018, No. 15, Art. 507; 2023, No. 65, the Art. 3697) the enclosed changes.

6. To provide to national service of health:

in five-day time from the date of adoption of the resolution of representation to the Ministry of Health of approximate form of the agreement and the application form for receipt of medical service in prosthetic dentistry in which persons determined by Item 6 of the Procedure approved by this resolution specify the personal data, details of the identity certificate confirming their reference to preferential category and also that the medical service in prosthetic dentistry in accordance with the terms of pilot project was not provided yet;

development of the specification and conditions of purchase as integral part of the agreement and submission on coordination to the Ministry of Health;

placement on the official website of the announcement in which the specification and conditions of purchase, term and method of submission of offers by healthcare institutions for participation in pilot project and the term of their consideration, the requirement to information which is specified in the statement for the conclusion of the agreement are specified;

the conclusion of contracts with participants of pilot project in the approximate form approved with the Ministry of Health;

monthly promulgation of information on realization of pilot project and its participants on the official website;

representation monthly to the 10th to the main manager of budgetary funds and the Ministry of Finance of the report on the signed agreements, information on the actual payments and amount of the provided medical services in prosthetic dentistry.

7. To provide to the Ministry of Health together with National service of health:

permanent implementation of actions for monitoring, the analysis and control of realization of pilot project and in case of need to prepare suggestions for improvement of realization of pilot project;

representation to the Cabinet of Ministers of Ukraine till February 15, 2025 of the report on results of realization in 2024 of pilot project.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of September 17, 1996 No. 1138 and of December 27, 2017 No. 1101

1. The Section I of the list of the paid services provided in the state and municipal healthcare institutions and the highest medical educational institutions of the Cabinet of Ministers of Ukraine approved by the resolution of September 17, 1996 No. 1138, to add with Item 44 following of content:

"44. The medical care provided within realization in 2024 of pilot project on prosthetic dentistry of separate categories of persons protecting independence, sovereignty and territorial integrity of Ukraine.".

2. In the Regulations on National service of health of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of December 27, 2017 No. 1101:

The subitem 2 of Item 3 after the words "according to the program of medical guarantees" to add 1) with the words "and according to the budget programs which manager is NSZU";

The subitem 9 of item 4 after the words "according to the program of medical guarantees" to add 2) with the words "and other agreements on medical attendance of the population".
