1. Approve the Instruction about procedure for packaging, marking, storages and transportations of seeds of forest plants it (is applied).

2. This resolution becomes effective after its official publication.

The instruction about procedure for packaging, marking, storage and transportation of seeds of forest plants

Chapter 1. General provisions

1. This Instruction establishes procedure for packaging, marking, storage and transportation of seeds of forest plants.

2. For the purposes of this Instruction terms and their determinations in the values established by the Forest code of the Republic of Belarus, Regulations on procedure for carrying out the analysis of seeds of forest plants with certification about quality of seeds of forest plants approved by the resolution of Council of Ministers of the Republic of Belarus of January 12, 2024 No. 21, and also the following terms and their determinations are applied:

sealed container – the corked large bottles, plastic bags and reservoirs (for the closed method of storage of seeds of forest plants);

class of quality of seeds of forest plants – the complex indicator of signs of sowing qualities (viability, viability, high quality, purity) of seeds of forest plants determining their suitability for use and realization;

forest seed raw materials – the cones, fruits and seeds of forest plants (substandard on purity) which are subject to conversion;

the organization processor (further – the organization) – "Republican Forest Selection and Seed-growing Center" organization, the public experienced forestry and landscape institution "Gluboksky Experienced Forestry", the public experienced forestry and landscape institution "Ivatsevichsky Experienced Forestry", the public forestry and landscape institution "Gorecki Forestry", the public forestry and landscape institution "Shchuchinsky Forestry", and also the legal entities who are conducting forestry, having complex of the specialized equipment and performing conversion of forest seed raw materials and storage of seeds of forest plants;

the certificate of quality of seeds of forest plants – the document confirming sowing qualities of seeds of forest plants.

Chapter 2. Procedure for packaging, marking of seeds of forest plants

3. Packaging and marking of seeds of forest plants are performed when forming batch of seeds of forest plants for the purpose of ensuring their proper quality and accounting in case of storage, use and realization.

4. Packaging and marking of seeds of forest plants in case of production, use and realization are performed by the organizations having special refrigeration units.

5. Seeds of forest plants are pledged on storage with observance of requirements to normative humidity of seeds of forest plants in case of bookmark on storage according to appendix 1.

6. The seeds of forest plants having the increased humidity are dried in a month.

7. For packaging of seeds of forest plants are used:

for the closed method of storage of seeds of forest plants – sealed container;

for open method of storage of seeds of forest plants – boxes, sacks, baskets, cylinders.

8. When using of the closed method of storage of seeds of forest plants plastic bags which are filled with seeds of forest plants weighing up to ten kilograms to one place of container are applied. Plastic bags hermetically are soldered and located in cardboard box.

9. In the course of packaging marking of each place of container of seeds of forest plants by execution of the label in form according to appendix 4 to Regulations of the ministerial procedure performed concerning subjects of managing according to subitem 6.5.1 "Receipt of the certificate of quality of seeds of forest plants" approved by the resolution of the Ministry of forestry of the Republic of Belarus of April 28, 2022 No. 7 is performed.

Chapter 3. Procedure for storage, transportation of seeds of forest plants

10. Storage of seeds of forest plants is performed by the organizations for the purpose of maintenance of proper quality of seeds of forest plants from the moment of their production before use or realization.

11. Seeds of forest plants are stored in special refrigeration units, warehouses seed storagrhouses, in the adapted rooms, constructions.

12. Relative humidity of air in refrigerating chambers, warehouses seed storagrhouses shall not exceed 70%. Air temperature is from +2 °C to -10 °C.

13. It is not allowed to store in refrigerating chambers, warehouses seed storagrhouses the property, materials and stock which are not relating to storage of seeds of forest plants, the seeds of forest plants which are not conforming to requirements to sowing qualities and also to leave garbage and waste from conversion of forest seed raw materials.

14. Storage of seeds of forest plants within one year is short-term, and over one year – long-term (for seeds of forest plants of the first class of quality).
