About procedure for assignment of the State quality label
In pursuance of paragraph two of Item 3 of the Presidential decree of the Republic of Belarus of January 18, 2024 "About the State quality label" the Council of Ministers of the Republic of Belarus DECIDES: No. 21
1. Approve Regulations on procedure for assignment of the State quality label it (is applied).
2. Determine the list of the stimulating privileges and preferences provided to producers in case of assignment of the State quality label according to appendix 1.
2-1. Create republican certifying commission in structure according to appendix 2.
3. This resolution becomes effective after its official publication.

The list of the stimulating privileges and preferences provided to producers in case of assignment of the State quality label
1. Placement of information on the name and producer of products to which the State quality label is appropriated (further – quality label) is performed on the global computer Internet on the official sites of the State committee on standardization, and also republican state bodies, other organizations subordinated to Council of Ministers of the Republic of Belarus, performing state regulation in the sphere of production of the corresponding products.
2. In shops and pavilions, online stores the calculation (display) of goods on which consumer packaging the quality label is represented is made by the methods allowing to allocate visually specified goods including by means of price labels, information texts or other means.
3. According to the decision of heads (governing bodies) of legal entities provision of discounts from rate for services in promotion of products to which the quality label, on the markets of the countries of Africa, Asia and Latin America is appropriated, including:
3.1. Agency of Foreign Economic Activity open joint stock company on the following services:
preparation of state-of-the-art reviews of the foreign markets;
training of export guides over the countries of Africa, Asia and Latin America;
assistance performed by obligations according to contracts in foreign trade (realization of alternative forms of calculations);
promotion of presence of producers on the international electronic trading platform Alibaba.com on the chosen service package;
marketing promotion of producers in the official account of Agency of Foreign Economic Activity open joint stock company on the information WeChat platform;
consulting services on preparation of business plans of investment (innovative) projects, creation of financial models, feasibility statements, involvement of financial institutions to financing (matching of optimum credit product);
3.2. the republican unitary enterprise "National Center of Marketing and Price Situation" on services on:
the organizations of thematic seminars for entry into the markets of the countries of Africa, Asia and Latin America with the invitation to participation in them on free basis;
to escort of delegations to the countries of the specified regions;
3.3. The Belarusian Chamber of Commerce and Industry on services on:
to search of partners and marketing support;
to legal support of foreign economic activity;
to registration and issue of cornets of ATA;
to protection of intellectual property items;
to advertizing in printing editions of the Belarusian Chamber of Commerce and Industry (in the Russian and English languages).

1. This Provision determines procedure for assignment of the State quality label (further, unless otherwise specified, – quality label).
2. The quality label is annually appropriated to food products, manufactured goods for the population, to the industrial goods made by legal entities of the Republic of Belarus (further – products) and to the corresponding following indicators of quality: safety, ecological compatibility, innovation, technological effectiveness, esthetics (further, unless otherwise specified, – quality indicators).
3. The quality label is not appropriated to products belonging to the following categories:
tobacco products, not tobacco nicotinocontaining tobacco products, liquids for electronic systems of smoking;
arms and military equipment;
the foodstuff received with use of the gene engineering modified (transgene) organisms;
