Based on paragraphs of the twenty second and twenty eighth No. 93 "About additional measures for ensuring stable functioning of economy" the Council of Ministers of the Republic of Belarus DECIDES: parts one of subitem 2.10 of Item 2 of the Presidential decree of the Republic of Belarus of March 14, 2022

1. To the Ministry of Finance in 2024 to place temporarily free money of the republican budget in deposits (deposits) in Belagroprombank open joint stock company (further - JSC Belagroprombank) in the amount to 29 318 thousand rubles, in open joint stock company "Belarusbank savings bank (further - JSC ASB Belarusbank) in the amount to 7500 thousand rubles.

The means specified in part one of this Item are placed for up to December 31, 2026 with establishment of deposit interest rate (deposit) in the amount of annual interest rate 1,5.

2. Offer JSC Belagroprombank at the expense of the means specified in Item 1 of this resolution grant in 2024 the loans for financing of the current activities:

To the Vitebsk regional consumer society in the amount no more than 3000 thousand rubles;

To the Minsk regional consumer society in the amount no more than 5000 thousand rubles.

3. The credits specified in Item 2 of this resolution are provided with establishment of term of their return (repayment) from January 1, 2025 to December 31, 2026 and monthly payment of interest for using by them in the amount of 3 annual interest rates.

4. Suggest to sign the supplementary agreements providing monthly payment of interest for using the credits in the amount of 3 annual interest rates:

JSC Belagroprombank:

to credit agreements of January 31, 2022 No. 2002220014, of October 31, 2022 No. 2002220118 and of March 31, 2023 No. 2002230053, concluded with the Vitebsk regional consumer society, for the total amount of the credits to 4618 thousand rubles;

to credit agreements of March 4, 2021 No. 5010210026, of September 19, 2022 No. 5010220100 and of November 30, 2023 No. 5010230232, concluded with the Minsk regional consumer society, for the total amount of the credits to 16 700 thousand rubles;

JSC ASB Belarusbank - to the credit agreement of March 27, 2023 No. 2000110323, signed with the Vitebsk regional consumer society, for the total amount of the credit to 7500 thousand rubles.

5. In case of return (repayment) of the credits (parts of the loans) granted according to the credit agreements specified in item 4 of this resolution to offer JSC Belagroprombank and JSC ASB Belarusbank at the expense of the means specified in Item 1 of this resolution to grant the loans for financing of the current activities with the term of complete return (repayment) till December 31, 2026 and monthly payment of interest for using by them in the amount of 3 annual interest rates, including:

JSC Belagroprombank:

To the Vitebsk regional consumer society in the amount no more than 4618 thousand rubles;

To the Minsk regional consumer society in the amount no more than 16 700 thousand rubles;

JSC ASB Belarusbank - To the Vitebsk regional consumer society in the amount no more than 7500 thousand rubles.

6. Determine that the Vitebsk and Minsk regional executive committees have the right to provide in accordance with the established procedure in 2024 guarantees of regional executive committees on the credits specified in Item 2 of this resolution without requirements to amounts of guarantees of local executive and administrative organs in general on areas within which these guarantees are provided, provided in Item 9 of article 21 of the Law of the Republic of Belarus of December 27, 2023 No. 328-Z "About the republican budget for 2024".

7. Confer the personal responsibility for untimely return (repayment) of the credits specified in Items 2 and 5 of this resolution for heads of the Vitebsk and Minsk regional consumer societies, the Chairman of the board of the Belarusian republican union of consumer societies.

8. This resolution becomes effective from the date of its acceptance.
