For the purpose of submission to the Central bank of the Russian Federation of information on realization concerning the blocked persons determined according to part 2.1 of article 3 of the Federal Law of December 30, 2006 No. 281-FZ "About special economic measures and enforcement powers" (further - the blocked persons), the special economic measures directed on will lock (restriction) of making of financial transactions and (or) freezing (blocking) of money and (or) other property, belonging to the blocked persons, and also the financial transactions made in interests and (or) for benefit of the blocked persons (further - special economic measures), the organization specified regarding the 4th article 3.1 of the Federal Law of December 30, 2006 to No. 281-FZ "About special economic measures and enforcement powers" performing transactions with money and (or) other property, regulation control and of which in accordance with the legislation of the Russian Federation exercises supervision the Central bank of the Russian Federation (further - the subsupervising organization), creates according to the rules established based on part one of Article 57 and article 76.6 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)" and posted on the official site of the Bank of Russia on the Internet, the electronic document in the XML format and signs it the strengthened qualified digital signature according to part 2 of article 17.2 of the Federal Law of April 6, 2011 No. 63-FZ "About the digital signature" (further - the electronic document on measures).

4. The electronic document on measures is constituted quarterly as of the first, following reporting quarter, and it is represented in the Central bank of the Russian Federation no later than the third working day of the month following reporting quarter.

If in reporting quarter the subsupervising organization did not realize special economic measures or if on the special economic measures realized in the previous reporting quarters the subsupervising organization provided to the Central bank of the Russian Federation according to this Instruction information which in the current reporting quarter did not change, the electronic document on measures for such reporting quarter is not submitted to the Central bank of the Russian Federation.

6. The electronic document on measures is submitted the subsupervising organization in the Central bank of the Russian Federation by means of private office, the reference to which is posted on the official site of the Bank of Russia on the Internet, according to the order of interaction of the Central bank of the Russian Federation with the subsupervising organization determined based on articles 73.1 and 76.9 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)".

Delegation of submission of the electronic document on measures by the subsupervising organization to the separate divisions is not allowed.

7. The electronic document on measures for the I quarter 2024 is submitted to the Central bank of the Russian Federation according to the procedure, established by this Instruction, in time, not exceeding term established for submission of the electronic document on measures for the II quarter 2024.

The electronic document on measures including information on the special economic measures realized concerning the blocked persons as of December 31, 2023 is submitted in the Central bank of the Russian Federation according to the procedure, established by this Instruction, within 270 calendar days after day of entry into force of this Instruction.
