About the international competitions "World Games of Friendship" and about modification of separate legal acts of the Russian Federation

Article 1. Subject of regulation of this Federal Law

1. This Federal Law governs the relations arising in connection with preparation and holding the international competitions "World Games of Friendship" (further - sports competition) in the territory of the Russian Federation.

2. To legal relationship which arise in connection with preparation and holding in the territory of the Russian Federation sports competition including regarding safety when holding sports competition, prevention of dope in sport and fight against it, provisions of the Federal Law of December 4, 2007 No. 329-FZ "About physical culture and sport in the Russian Federation" taking into account the features established by this Federal Law are applied.

Article 2. The basic concepts used in this Federal Law

For the purpose of this Federal Law the following basic concepts are used:

1) IFA (International Friendship Association) - International association of friendship which is the international organization performing the international sports cooperation, promotion and promoting of sports competition, and also activities for development of sport, culture, science, education at the international level;

2) accreditation - confirmation by the organizer of sports competition of the admission to participation in preparation and holding sports competition of the faces included in lists of the organizer of sports competition;

3) volunteers are the citizens of the Russian Federation, foreign citizens, persons without citizenship who signed with the organizer of sports competition civil contribution agreements in preparation and holding actions without provision to the specified citizens and persons of the monetary reward for the activities performed by them, except for expense recoveries, the civil agreements suffered in case of execution signed in accordance with the legislation of the Russian Federation;

4) the faces included in lists of the organizer of sports competition - the physical persons determined by the organizer of sports competition, including athletes, trainers, sports judges, specialists in sports medicine, the invited guests, representatives of the organizations of on-air or cable broadcasting, representatives of mass media, volunteers, heads of IFA, members of IFA and other employees of IFA, and also persons who signed with the organizer of sports competition employment or civil contracts in accordance with the legislation of the Russian Federation;

5) route of sports competition - transit of the vehicle providing free pass of faces included in lists of the organizer of sports competition during provision of the right to free pass which is determined according to provisions of this Federal Law;

6) actions - actions for preparation and carrying out in the Russian Federation sports competition, including the sports competition and other actions connected with sports competition;

7) venues of actions - the building, structure, construction or the site of the area within which actions are performed and which list affirms organizing committee;

8) the organizer of sports competition - the legal entity determined by the Government of the Russian Federation and (or) who signed the agreement on preparation and holding sports competition to IFA;

9) organizing committee - the coordinating body formed by the Government of the Russian Federation for the purpose of the solution of the questions connected with preparation and holding sports competition;

10) the official site of sports competition - the website on the Internet determined by the organizer of sports competition and containing information on preparation and holding sports competition, and also activities of the organizer of sports competition;

11) the period of holding sports competition - the period from date of the opening ceremony of sports competition or from the date of the first day of holding sports competition depending on what will come earlier, before end date of the closing ceremony of sports competition;

12) the host party - the subject of the Russian Federation or the municipality determined by the President of the Russian Federation and (or) which signed the agreement on cooperation and joint activities for preparation and holding sports competition to the organizer of sports competition;

13) symbolics of sports competition:

a) the official names IFA and the organizer of sports competition in Russian or foreign language;

b) the official name of sports competition in the Russian and foreign languages, the reducings derivative of the specified official name;

c) flag, the anthem, the trademark, including mascot, the name of mascot, foreign bills and other designations, and also other means of individualization (trade name, service mark, commercial designation) which are created by IFA and (or) the organizer of sports competition in connection with preparation and holding sports competition and concerning which IFA and (or) the organizer of sports competition have exclusive rights;

d) other symbolics according to the Federal Law of December 4, 2007 No. 329-FZ "About physical culture and sport in the Russian Federation";

14) the agreement on preparation and holding sports competition - the agreement between IFA and the organizer of sports competition determining the status, the rights and obligations of the parties which signed it, requirements of IFA to preparation and holding sports competition and other provisions in connection with preparation and holding sports competition;

15) the agreement with the host party - the agreement on cooperation and joint activities for preparation and holding sports competition between the organizer of sports competition and the host party determining the rights and obligations of the parties which signed it and other provisions in connection with preparation and holding sports competition in the territory of the host party.

Article 3. Powers of IFA

For the purpose of preparation and holding the sports competition IFA performs the following powers:

1) is performed by interaction with the international sports federations, other international organizations in connection with preparation and holding sports competition;

2) grants the right to implementation of actions for preparation and holding sports competition to the organizer of sports competition by agreement signature about preparation and holding sports competition;

3) performs other powers in connection with preparation and holding sports competition according to requirements of this Federal Law, the documents IFA and the agreement on preparation and holding sports competition.

Article 4. Powers of the organizer of sports competition

The organizer of sports competition for the purpose of preparation and holding sports competition performs the following powers:
