1. Approve Regulations of the information resource created by Information subsystem "Platform of the analysis and creation of reports" it (is applied).

2. To impose control over the implementation of this resolution on the Ministry of infrastructure and regional development.

3. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Regulations of the information resource created by Information subsystem "Platform of the analysis and creation of reports"

Chapter I General provisions

1. The regulations of the information resource created by Information subsystem "Platform of the analysis and creation of reports" (further – Regulations), regulate procedure for the organization and implementation of information subsystem of the Integrated system of management in the field of road transport which is intended for report generation, statistical information, the performance indicators necessary for implementation of processes of monitoring and decision making, and for use of road transport by the National agency (further – NAAT) and the staff of bodies of public management.

2. "The platform of the analysis and creation of reports" (further – IR IP PASO) are the purposes of information resource of Information subsystem:

1) implementation of the tool for creation of activities reports NAAT;

2) automation of processes of information exchange with other state information systems;

3) increase in efficiency of activities of NAAT.

3. Financing of Information subsystem "Platform of the analysis and creation of reports" is performed from the government budget through the National agency of road transport within the assignments approved by the annual law on the government budget and also from other sources which are not prohibited by the law.

4. The concepts used in this Provision mean the following:

1) subjects of IR IP PASO – the owner and the holder of system, receivers, the technical administrator and the system administrator, and also data loggers;

2) the owner and the holder of IR IP PASO – NAAT which is authorized to provide functioning and development of IR IP PASO;

3) the IR IP PASO technical administrator – public organization "Service of Information Technologies and Cyber Security" which carries out the obligations according to the regulatory base in the field of technical administration and servicing of the state information systems and resources;

4) the IR IP PASO system administrator – one or several persons who are designated by NAAT. General administration of content of IR IP PASO is performed by specialists of NAAT;

5) the supplier of data – physical person or legal entity of public or private law which performs the activities according to the legislation and provides the data necessary for creation of reports;

6) the receiver of data IR of IP PASO (further – the receiver) – physical person or legal entity of public or private law which performs the activities according to the legislation and uses functionality of IR IP PASO for the purpose of execution of the job responsibilities;

7) e-Bilet – information subsystem of e-Bilet which holder and the owner is NAAT;

8) e-GPS – the information subsystem "GPS Monitoring" which owner and the holder is NAAT.

Chapter II of Function of information subsystem

5. The IR IP PASO main functions are:

1) obtaining, conversion and data loading from different data sources in storage of the Platform of the analysis and creation of reports;

2) carrying out operations analysis and creation of all reports and documents connected with activities of NAAT;

3) configuring of the created documents and reports;

4) implementation by means of platform of interoperability (MConnect) of data exchange with other state information systems and resources for the purpose of receiving data, reports, necessary for creation;

5) creation of statistic and analytical reports for bodies of the central and local public authority, physical persons and legal entities according to the legislation.

Chapter III of Power of participants

6. The owner of IR IP PASO has the following powers:

1) determines the development strategy IR IP PASO;

2) approves priorities and development plans for IR IP PASO;

3) is performed by monitoring of use and development of IR IP PASO;

4) ensures administration, functioning, safety and data protection of IR IP PASO;

5) establishes priorities of development of IR IP PASO, and also provides implementation of new components and expansion of its potential;

Develops 6), claims and analyzes:

a) the procedures necessary in the course of use and administration of IR IP PASO;

b) assessment procedures of efficiency of use and administration of IR IP PASO;

c) procedures of operational risk management and risks of information security;

d) procedures of safety of IR IP PASO (in case of incidents of safety the owner/holder of the Information system undertakes necessary measures for identification of source of incident, its analysis and elimination of the causes of the incident of safety, informing on it the National center for personal data protection of the Republic of Moldova);

e) assessment procedures of amount and the service quality provided to IR of IP PASO;

7) determines parameters and performance indicators of IR IP PASO;

8) assigns the IR IP PASO system administrator;

9) exercises monitoring and control of use of IR IP PASO;

10) is approved by the list of the predetermined report types in IR IP PASO;

11) is provided by carrying out audit of transactions on personal data processing within IR IP PASO according to certain criteria and indicators;
