About approval of the Concept of development of management system by water resources of the Republic of Kazakhstan for 2024 - 2030

The government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Concept of development of management system by water resources of the Republic of Kazakhstan for 2024 - 2030 (further - the Concept).

2. To the central, local executive bodies, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan (under approval), and to other organizations (under approval), responsible for implementation of the Concept:

1) to take necessary measures for implementation of the Concept;

2) to provide information on course of execution of the Concept according to the procedure and the terms established by the order of the Government of the Republic of Kazakhstan of November 29, 2017 No. 790 "About approval of System of state planning in the Republic of Kazakhstan".

3. To impose control of execution of this resolution on the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan.

4. This resolution becomes effective from the date of its signing.

Section 2. Analysis of the current situation

Water resources of Kazakhstan are limited in comparison with other states. On amounts of fresh water from renewable sources per capita Kazakhstan exceeds some agrarian and industrial countries, for example, India and People's Republic of China, though yields to such countries as the Russian Federation, Brazil and Canada.

The total amount of renewable water resources is one million m3 per capita: India – 1.5, China – 2.1, Kazakhstan – 6.0, Russia – 31.4, Brazil – 41.1, Canada – 83.2.

2.1. Superficial water resources

By the hydrographic principle the territory of the Republic of Kazakhstan is divided into eight water management pools: Aralo-Syrdaryinsky, Balkhash-Alakol, Ertissky, Esilsky, Zhayyk-Kaspiysky, Nur-Sarysusky, Tobyl-Torgaysky and Shue-Talas.

The main amount of water resources is provided by surface water in annual average amount of 102,3 km3. From them are created by 49,6 of % locally, other are created by 50,4 of % thanks to inflow of the cross-border rivers from China, Uzbekistan, Russia and Kyrgyzstan. On index of dependence on inflow of the cross-border rivers from the territory of the neighboring countries of Kazakhstan costs in the same row with such countries as Israel and Portugal. It considerably increases the importance of settlement of cross-border overflows for the solution of the existing and potential water problems of the country.

Water resources of the rivers determine the level of security with water in all sectors of economy and water safety of the country in general.

Total resources of river waters develop from local (are created in the territory of the country) and cross-border (arrive from the territory of the adjacent countries). Mean annual parameters of water and resource capacity of the rivers of the country by water management pools are provided in table 1.

As of March 1, 2023 the mean annual river drain in the territory of Kazakhstan decreased by 12,5 km3 in comparison with 1960. From them 9,0 km3 or 72% of all amount of reducing fall to the share of the local rivers, and to share of the cross-border rivers – 3,5 km3 or 28%.

Reducing drain of the local rivers happened in all pools, except Balkhash-Alakol and Tobyl-Torgaysky.

The situation with resource capability of surface water on certain regions of the republic significantly differs.

Southeast and east regions of the country (Ertissky and Balkhash-Alakol water management basins) are most provided with own resources of surface water. The Central Kazakhstan (Nur-Sarysusky water management pool) is least provided.

From the territories of the adjacent countries the southern, southeast and western regions of the country (Aralo-Syrdaryinsky, Balkhash-Alakol, Shue-Talas and Zhayyk-Kaspiysky water management basins) are the most dependent on inflow of water.

The special status when using water resources has ecological demand of natural and economic systems as in its share nearly a half of the created drain amount is necessary.

Ecological requirements of natural and economic systems of the republic to water resources include nature protection and sanitary and epidemiologic releases in lower reaches.

2.2. Underground water resources

In Kazakhstan the problem of use of underground waters very much is particularly acute. As of 2023 in the territory of the country there are 4416 fields (5384 sites) with the approved operational inventories of underground waters in amount of 43120,56 of one thousand m3/d, including on categories:

And – 13428,23 of one thousand m3/d;

In – 13481,26 of one thousand m3/d;

C1 – 10675,31 of one thousand m3/d;

C2 – 5535,75 of one thousand m3/d.

Forecast inventories constitute about 40 km3/year.

On purpose operational inventories are subdivided:

1) for economic and drinking water supply (further – HPV) – 13882,66 of one thousand m3/d (3 692 fields, 4 288 sites);

2) for technological water supply (further – PTV), here consider drainage waters (further – DV) – 1932,6 of one thousand m3/d (377 fields, 407 sites);

3) for irrigation of lands (further – ORZ) – 17384,91 of one thousand m3/d (155 fields, 287 sites);

4) for economic and drinking and technological water supply (HPV and PTV) – 3047,23 of one thousand m3/d (164 fields, 314 sites);

5) for economic and drinking water supply together with irrigation of lands (HPV and ORZ) – 4951,94 of one thousand m3/d (18 fields, 78 sites);

6) economic drinking waters, technological waters and for irrigation of lands (HPV, PTV, ORZ) – 725,0 of one thousand m3/d (1 field);

7) economic drinking waters, irrigation of lands, inventories for compensation of damage to spring drain (HPV, ORZ, * HPV) – 1109,7 of one thousand m3/d (1 field, 3 sites).

Distribution of underground water resources on the territory of Kazakhstan extremely unevenly. About 68% of the total value of resources of underground waters of Kazakhstan with mineralization to 1 g/l are concentrated in the southern region (The Almaty, Jambyl, Turkestan and Kyzylorda regions).

The Aktyubinsk region is reliably provided with inventories of underground waters of economic and drinking water supply.

The West Kazakhstan, Kostanay, Akmola areas belong to partially secure areas, and Atyrau, Mangystau, North Kazakhstan areas belong to insufficiently secure areas.

Hydrogeological shooting with development of cards of scale 1:200 000 is carried out to the period from 1960 to 2020 on all territory of Kazakhstan.

Time to update these materials, to carry out large-scale hydrogeological shootings with refining of inventories of underground waters, areas of distribution of underground water layers, their capacity and coordinates of fields by areas and river basins came.

Till 2023 for the purpose of providing with drinking water exploration for the majority of villages on all republic is carried out.
