2. 3. To provide to akims of areas, cities of republican value and the capital:
1) timely and target use of the allocated amounts of target current transfers;
2) submission to the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of reports on use of the allocated amounts of target current transfers to the 8th following reporting.
4. This resolution becomes effective after ten calendar days after day of its first official publication and extends to the legal relationship which arose since January 1, 2024.

These rules of use of target current transfers from the republican budget for 2024 are developed by regional budgets, budgets of the cities of republican value, the capital on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan (further - Rules) according to the subitem 5) of article 14 of the Law of the Republic of Kazakhstan "About the republican budget for 2024 - 2026", the order of the Government of the Republic of Kazakhstan of December 12, 2023 No. 1108 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2024 - 2026" and determine procedure for use of target current transfers from the republican budget regional budgets, budgets of the cities of republican value, the capital on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan, "Rendering social protection and the help to the population provided according to the republican budget program 058 at the republican level, and also enhancement of system of social protection and development of infrastructure of" the administrator of republican budget programs 213 "The Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan" (further - the budget program 058).
2. In these rules the following concepts are used:

3) the individual program of abilitation and rehabilitation of person with disability - the document determining specific amounts, types and terms of carrying out abilitation and rehabilitation of person with disability on the basis of his individual requirements;
4) the administrator of the republican budget program - authorized body in the field of social protection of the population;
5) authorized body in the field of social protection of the population (further - authorized body) - the central executive body performing management and cross-industry coordination in the sphere of social protection of the population according to the legislation of the Republic of Kazakhstan, regulation and control functions behind activities of the State Social Insurance Fund.
3. Target current transfers to regional budgets, budgets of the cities of republican value, the capital for 2024 on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan are used according to the budget subprogramme 105 "Target current transfers to regional budgets, budgets of the cities of republican value, the capital on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan" (further - the subprogramme 105) the budget program 058.
4. The administrator of the republican budget program makes transfer of target current transfers to regional budgets, budgets of the cities of republican value, the capital based on individual funding plan according to the subprogramme of the 105th budget program 058 for payments according to the procedure, approved by authorized body on budget implementation.
5. Target current transfers on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan are used on:
providing persons with lubritsirovanny catheters disposable with disability with the diagnosis of "Spina bifida";
increase in regulations of providing persons with disability with obligatory hygienic means;
provision of sanatorium treatment according to the individual program of abilitation and rehabilitation of person with the disability developed by division of medico-social examination.
