About approval of the Regulations on updating of the state topographic maps and the state topographical plans, and also scales in which they are created

1. Approve the enclosed Regulations on updating of the state topographic maps and the state topographical plans, and also scales in which they are created.

2. Recognize to invalid:

the order of the Government of the Russian Federation of November 12, 2016 No. 1174 "About establishment of requirements to frequency of updating of the state topographic maps and the state topographical plans, and also scales in which they are created" (The Russian Federation Code, 2016, No. 47, the Art. 6655);

1. This Provision establishes frequency of updating of the state topographic maps and state topographical plans, and also scales in which they are created, for the purpose of updating of the data containing on the state topographic maps and the state topographical plans.

2. In this Provision the following concepts are used:

"large city agglomeration" - set of compactly located settlements and the territories between them with the total number of populations of 500 thousand people - 1000 thousand people connected by joint use of infrastructure facilities and combined by intensive economic, including labor, and social bonds;

"the largest city agglomeration" - set of compactly located settlements and the territories between them with the total number of populations more than 1000 thousand people connected by joint use of the infrastructure facilities and combined by intensive economic, including labor, and social bonds.

3. The state topographic maps are created in the following scales:

1:10000 - concerning the territories of the cities;

1:50000, 1:100000, 1:200000, 1:500000, 1:1000000 - concerning the territory of the Russian Federation.

4. The state topographical plans in scale 1:2000 are created in the territory of settlements.

5. The state topographic maps and the state topographical plans are updated by persons authorized on creation of the state topographic maps and state topographical plans according to part 2 of article 16 of the Federal law "About Geodesy, Cartography and Space Data and on Modification of Separate Legal Acts of the Russian Federation" with the following frequency:

a) in scale 1:2000 - 1 time in 3 years;

b) in scale 1:10000 - 1 time in 6 years;

c) in scales 1:25000, 1:50000, 1:100000, 1:200000, 1:500000, 1:1000000 - 1 time in 10 years.

6. The state topographic maps and the state topographical plans are updated by persons authorized on creation of the state topographic maps and state topographical plans according to part 2 of article 16 of the Federal law "About Geodesy, Cartography and Space Data and on Modification of Separate Legal Acts of the Russian Federation", except for frequency of updating, stipulated in Item the 5th this provision in the following cases:

a) the state topographic maps and the state topographical plans do not conform to the requirements imposed to the state topographic maps and the state topographical plans, including to the accuracy of the state topographic maps and state topographical plans, established according to part 6 of article 16 of the Federal law "About Geodesy, Cartography and Space Data and on Modification of Separate Legal Acts of the Russian Federation";

b) change of passing of frontier of the Russian Federation, borders of subjects of the Russian Federation, borders of municipal districts and city districts, residential and rural locations (on the state topographical plans and the state topographic maps of scale 1:10000), borders of especially protected natural territories of federal importance;

c) change of the area displayed on the state topographic maps and the state topographical plans constitutes from 20 to 50 percent of the area of the state topographic map and the state topographical plan.

7. Need of updating of the state topographic maps and state topographical plans is determined by persons authorized on creation of the state topographic maps and state topographical plans according to part 2 of article 16 of the Federal law "About Geodesy, Cartography and Space Data and on Modification of Separate Legal Acts of the Russian Federation" on the basis of assessment of change of the area following the results of the analysis of results of remote sensing of Earth, including from space, information containing in unified electronic cartographic basis, the Single state real estate register and the state information systems of ensuring town-planning activities, and also information containing in the state funds of space data, federal state geographical information system "The single digital platform "National System of Space Data".

8. If change of the area displayed on the state topographic map and the state topographical plan constitutes 50 and more percent of the area of the state topographic map and (or) the state topographical plan or in the state funds of space data the corresponding map and (or) the plan are absent, creation of the state topographic map and state topographical plan is performed.

9. The state topographic maps and the state topographical plans can be created and be updated irrespective of frequency of updating, stipulated in Item the 5th this provision, in coordination with the Ministry of Defence of the Russian Federation and Federal Security Service of the Russian Federation in the presence of budgetary appropriations on these purposes in the following scales:
