About the responsible treatment of animals

This Law determines the legal basis of the responsible treatment of animals, is aimed at safety, implementation and protection of the rights and legitimate interests of physical persons, including individual entrepreneurs, legal entities in case of the treatment of animals, protection of animals against ill treatment of them, approval of the principles of humanity in society and strengthening of his morality.
1. Neglected animal - animal who has no owner or the owner of which it is unknown, or animal of whom its owner got rid.
2. The animal owner - physical person, including the individual entrepreneur, the legal entity which actually have animal and (or) to which the animal belongs on the property right (owner) or other legal cause.
3. The volunteer - the physical person giving volunteer help on a voluntary basis.
4. The volunteer help - voluntary and non-paid performance of works (rendering services) by physical person in care of the animals containing in Items of temporary content of animals and (or) animals shelters, participation in activities for catching of neglected animals.
5. Animal range - temporary finding of animal in the presence of its owner in the open air in the place which is not the place of permanent finding of animal for the purpose of satisfaction with animal of the physiological requirements including which are expressed in physical activity and departure of natural needs.
6. Hotel for animals - capital structure (the building, construction), the isolated room intended for implementation of activities for content of the animals partners transferred by their owners for present purposes for a certain time.
7. Animal abuse - intentional actions (failure to act) which can entail or entailed death, mutilation or other damage of health of animal (except for uses of farm animals within accomplishment of engineering procedures, including product receipt of agricultural industry), including the violation of conditions of keeping of the animals established by acts of the legislation, which led to depletion of organism of animal (except for uses of laboratory animals in scientific experiment or experience, preclinical (not clinical) research and in case of quality control of medicines, in studying of chemicals, biomedical cellular products, biological testing, diagnosis of diseases, educational process, and also in production of biological medicines, medicines and products of medical appointment), and torture of animal is equal.
8. The animal used in cultural activities - the animal used under the organization and holding cultural actions and also in cinema activities, activities of collectives of art creativity, under the organization of cultural rest (free time) of the population.
9. The animal used in the field of physical culture and sport - the animal participating in sports and improving, sports and mass and sporting events.
10. Animal partner - animal for whom the person feels affection and which he contains in house conditions for satisfaction of esthetic requirements and the need for communication, and also seeing eye dog, hunting dog and hunting bird.
11. The manufacturer - the physical person performing activities for animal husbandry in which property there is animal female capable to make issue.
12. The zooprotective organization - non-profit organization which core activity is protection of animals.
13. Disposal of animal - the termination of content of animal without its transfer to Item of temporary content of animals, shelter for animals, to representatives of the zooprotective organization or other persons who can provide conditions of keeping of such animal, and also in case of loss of the registered animal not giving by its owner within three days of the statement for loss of such animal.
14. The withdrawn animal - animal, the property right (ownerships) to who at its owner it is stopped on the bases provided by this Law and other legal acts.
15. Torture of animal - intentional causing to animal of long pain or tortures hunger, thirst, systematic drawing beating, section, suffocation, binding of extremities and (or) in other ways.
16. Laboratory animal - animal, held for use in scientific experiment or experience, preclinical (not clinical) research and in case of quality control of medicines, in studying of chemicals, biomedical cellular products, biological testing, diagnosis of diseases, educational process, and also in production of biological medicines, medicines and products of medical appointment (further - research).
17. The place of permanent finding of animal - the place used by the animal owner, including the closed (fenced) territory where it constantly contains during the most part of days (except for places, including the closed (fenced) territories where the animal contains when rendering veterinary and other services).
18. The treatment of animal - making of actions (failure to act) concerning animal which exert or can exert impact on his life and health, including content, use of animal, and also transactions which subject are animals.
19. Dangerous dog - the dog who did harm to life or health of physical person and (or) animal which is established by the court decree or the decision of authorized state body.
20. Negative animal - animal to who his owner refused the property right, having transferred him to Item of temporary content of animals, animals shelter, to representatives of the zooprotective organization or other persons who can provide conditions of keeping of such animal.
21. Catching of neglected animals - activities of physical persons, including individual entrepreneurs, legal entities for withdrawal of neglected animals from the places which are not places of their permanent stay.
22. Nursery - capital structure (the building, construction), the isolated room intended for cultivation and content of thoroughbred and (or) office animals.
