About approval of the Regulations on procedure for carrying out competitive selection of heads of the state and municipal general education organizations of the Kyrgyz Republic

For the purpose of realization of the personnel policy directed to forming of highly professional personnel list of heads of the state and municipal general education organizations, increases in effective management of education according to Article 62 of the Labor code of the Kyrgyz Republic, article 22 of the Law of the Kyrgyz Republic "About education", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for carrying out competitive selection of heads of the state and municipal general education organizations of the Kyrgyz Republic according to appendix.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 27.08.2024 No. 519

2. To the Ministry of Education and Science of the Kyrgyz Republic to take the necessary measures following from this resolution.

3. This resolution becomes effective after ten days from the date of official publication.

Regulations on procedure for carrying out competitive selection of heads of the state and municipal general education organizations of the Kyrgyz Republic

Chapter 1. General provisions

1. This Regulations on procedure for carrying out competitive selection of heads of the state and municipal general education organizations of the Kyrgyz Republic (further - the Provision) determine the purposes and tasks, procedure for competitive selection (further - Tender) on substitution of vacant positions of heads of the state and municipal general education organizations (further - the head of the general education organization).

2. Tender is based on assessment of professional competences and personal qualities of candidates for substitution of vacant position of the head of the general education organization within work on matching and placement of personnel in education system, their compliance to job responsibilities, the established qualification requirements to position of the head of the general education organization.

3. The organization and carrying out tender is performed by Development department of quality of education under the Ministry of Education and Science of the Kyrgyz Republic (further - Department).

4. Coordination of work on the organization and carrying out Tender is assigned to tender committee which structure is determined by the Cabinet of Ministers of the Kyrgyz Republic.

5. Structure and structure of the commission:

- the commission chairman - the deputy minister of science and education of the Kyrgyz Republic;

- the secretary of the commission - the responsible determined by authorized state body in the field of education (further - authorized body);

- members of the commission, including:

- the head of the structural unit of authorized body on school question, independent experts in the field of education.

6. Tender committee:

1) determines terms of carrying out tender together with Department;

Creates 2) and approves the list of vacant positions to position of heads of the general education organizations according to the requests provided district/city (territorial) by governing bodies of education and announces Competition;

3) is approved by the list of winners of Tender, according to the report provided by Department.

7. The concepts applied in the Provision, terms and reducings are used in the following values:

1) qualification requirements - requirements to the level of professional education and specialty, length of service in the specialty, to the professional knowledge and abilities necessary for execution of job responsibilities of the head of the general education organization;

2) qualification testing - the objective and transparent test procedure directed to determination of level of professional competence of the candidate and compliance to its qualification requirements;

3) tender - the assessment procedure of competences of candidates and the documents submitted by them which is carried out according to this Provision regarding their compliance to requirements of this Provision;

4) the candidate - the physical person who in writing showed willingness to participate in tender on substitution of vacant position of the head of the general education organization;

5) examination of documents - the procedure of studying of the documents submitted by the candidate for tender passing for the purpose of confirmation of their compliance to qualification requirements and the admission to qualification testing;

6) competences of the candidate is personal capability of the candidate to solve certain professional problems;

7) the technical appeal - the procedure of check of results of qualification testing based on the written application of the candidate;

8) the probation period is period of time during which the employer checks the head of the general education organization regarding its suitability to performance of work and professional qualities.

Chapter 2. Purposes and tasks of Tender

8. The purpose of Tender is selection on competitive alternative basis of the persons having necessary competences in the field of education, high managerial qualities, having the corresponding higher pedagogical education.

9. Tasks of Tender are implementation of the state personnel policy directed to forming of the highly professional leading personnel structure of the general education organizations, enhancement of assessment of professional competences and personal qualities of candidates within work on matching and placement of personnel in education system, their compliance to the job responsibilities established to position of the head of the general education organization.

Chapter 3. Requirements to participants of Tender on substitution of vacant positions of heads of the state and municipal general education organizations

10. Competition on substitution of vacant position of the head is held for all heads who worked in one state or municipal general education organization 5 (five) and more years and also for heads of the new state and municipal general education organizations accepted in operation.
